Obviously everything can vary - I often swap out 4 and 7 for additional building materials while working on a project, 5-7 for a hoe, seeds, and bonemeal while harvesting and replanting wheat, or other such temporary project-specific changes. This is just my "default" setting.
Also have a few "standard" places for other stuff in my inventory. Food in the upper right corner, clock and compass in the lower right, arrows above the bow, gravel above the dirt, shears above the cobblestone, and any extra tools above their hotbar counterpart.

3to 7- Depend on what im doing (usually some dirt and a bucket of water, a stone sword for passive mobs an axe etc, etc.)
