This is just my opinion, but I think even in single player it is cheating, IF you're playing legit survival. You're cheating yourself out of the potential challenge and reducing your longevity in maintaining interest in the game itself. If your just a peaceful builder then I could see using something like this to avoid hazards when building something underground and you want to see where lava is, but that is a pretty limited use.
Singleplayer: "Cheating". It doesn't matter what you do here. If xray packs make the game more fun, keep on using them.
Multiplayer: Cheating. Stop using 3rd party programs/stuff to gain unfair advantages over people, and I hope you get banned from every server in existence.
It's not cheating (on singleplayer) unless you make it against your OWN PERSONAL RULES to use one. So unless you've personally banned yourself from using it, then no, it's not cheating.

Next question: Does anyone here consider Zan's and Rei's mini-map mods to be 'cheats'? It gives you the advantage of constantly having a map instead of having to craft a very dull and somewhat useless one, and you can place way-points on the map (of course this could be done by writing the coordinates down on a piece of paper, but the mod makes it easier). Basically, the mini-map gives you an advantage over vanilla players, just as the X-Ray texture packs do. But would anyone really ban their players if they found out they used these mini-maps on their servers?
I would ban people if they were using any type of third party software that gives them an advantage.

Again, an xray texture file DOES NOT let you see ore deposits underground. Here's a screenshot of what it looks like using one. I created this one to see how it worked, I left a frame of the actual texture and added the word describing the texture so I could know what I was walking on:
Only marginally useful, all you can see are caves & lava. Here's what it looks like from the same spot with an actual xray mod, in this case, CJB's, which can be blocked by adding a file to the server.
Quite a difference. Yes, the xray texture can be somewhat helpful in finding certain things underground, but it does not allow you to see everything like people keep saying.

I'd say there's a few legit uses, even on multiplayer, for an x-ray pack. Using it to see if a mob grinder you built is working right? I'd say that's legit. Using it to see if your redstone wiring is screwed up? Legit as well.
...and that's about all really.

Well, it's clearly a hack since you are changing the texture files.
As for the cheating part I guess it depends on where you use it. If you use it on an online server then it's cheating because you have information that the other people doesn't have, thus enabling you to quicker snatch up the good resources before anyone else can do it.
On singleplayer it's still a cheat because you are giving yourself an advantage that the game did not intend you to have, but since it's singleplayer the cheating only affect yourself.
It's like cheating in solitaire, sure moving some cards around makes it simpler to solve, but it isn't as fulfilling to solve when you know you have cheated. But if you find it more fun to cheat than to shuffle the cards and start over then be my quest. Just don't come bragging to me about how you can solve any solitaire game you play if you are cheating.

You do change the game files for images.
plus it adds risk avoidance and speed
cheating helps(IMO):speed, strength, durability, material, risk avoidance, flying, and they all require modifying from vanilla minecraft.
