I use one, I never considered it's cheating. I just use it to find things faster. It's a sandbox game, it's not like I use it in caves to find ore. I just use it to find out if there are unexpected problems around where I build, I almost made my basement in a lava pool by accident from it, saved my life because I'm not usually concerned with digging down just blocks below the surface. It's cheating in smp I suppose.

Nah its still cheating you are just in a sense of denial cause you think since you play alone it doesn't make it cheating. You can cheat in single player games. Hell a lot of single player games have built in cheats.
In other words, there really isn't much reason to state weather this is one or the other, it's still cheating, weather by a different form of the word or not, it's just a different means to the same end.

In a computer game, cheats can be facilitated by the game, in this case built-in texture pack selection, in other cases cheat codes. However, moving outside the bounds of the system to achieve an advantage is still cheating.
Does it matter? That depends on the context. In a multiplayer setting, you should not cheat. It is heavily frowned upon, and no one wants to play with a cheater.In a single player setting, it doesn't matter. You can cheat if you want to have fun. On a tangent, is Too Many Items cheating? you are spawning new items, which is breaking the bounds of the game. However, most applications of it are for building elaborate structures. In that context, it is not so much breaking the bounds of the game as changing them. You abandon the pretense of harvesting resources for the pure building aspect. In that context, it is not cheating.
If instead you were using it to spawn porkchops because you got low on health, give yourself a sword because you see a creeper, give yourself more arrows, etc. Then you are no longer redefining the bounds of the game, you are just playing the game and breaking it's rules to have an advantage. In that case, you are using it to cheat. Again, in a singleplayer context that is not a problem, it is up to you how you play the game.

Listen, via the way the game was programmed, you aren't supposed to know where the resources are before you start mining them. The fact that you are using a pick to pull the resource out of the ground makes no difference here. You can see them well before you actually uncover them, and that...weather you choose to acknowledge it or not... is cheating the system. Honestly, you might as well be using TooManyItems, it achieves the same goals, under the same principles in much, much less time. If you are using an x-ray pack under the assumption that it's not cheating, then you need to learn a little bit more about what cheating is.

By that logic, activating every single cheat on starcraft isn't cheating unless you make it against your own personal rules to do so. If you are playing the game, but using things external to the system to get an advantage, it is cheating. If you are using the given system to play a different game utilizing "cheats" to make it possible, it is not cheating. If you are playing minecraft normally, but using a x-ray texture to locate ores, it is cheating.
I'm not going to weigh in on whether it's cheating or not, don't really care. But I would like to make it clear that xray texture packs DO NOT let you see all the ore deposits underground. Minecraft by default does not light blocks that are not exposed to air. Using an xray texture pack will just show you empty spaces underground, so you can use it to find caves, and maybe more importantly, dungeons & lava. If there is enough light in a cave to show you the ores that are exposed in the cave walls, then you can see them, but it won't show you all the ores like an xray mod will.
I think there's more FUD about xray texture packs than there is a real threat, since they aren't that useful. Most of the xray mods have ways to block them on servers, so you don't really have to worry about those either. But I agree that servers should have a way to verify the files in the client's game, it's been done with other online games forever, with services such as punkbuster.
