If by "strongest" you mean, "most resistant to explosions", then yes, cobblestone is tied with stone, diamond, iron, gold, and brick blocks, plus a few others. But if you mean "hardest to mine", I would say diamond block.
In that case, Bricks are your block of choice. I can only speak from personal experience, but I recall them being absurdly tough to mine through. Not obsidian-level, of course, but more like.... Redstone ore-level. :tongue.gif:

Blocks of iron are probably one of the strongest it can push.

I'm not sure if this is still the case, but brick would be tougher only by virtue that it had no tool associated with it to speed up mining it.
