No, certainly not. If you are generating a specific type of terrain or biome, then its not cheating, unless your purposefully generating a village, stronghold or temple.
If you only are using a seed because you like a biome, then its perfectly fine, infact i do this many times because sometimes spawns can get boring with the same oak forest
If you decide to spawn a seed with a structure such as a village or stronghold, then id consider it cheating but its not against the game rules, so honestly do whatever you want.
I think that if you pick a seed for purely the biome its fine, but structures, not so much since a village can give a very easy start to the player, removing the whole surviving the first night challenge of the game.
That's pretty much the reason why I chose my randomly generated seed after experimenting with other ones, biomes. There's a savanna locally within a thousand blocks and also a jungle to my surprise as well as a desert. So now me and friends have plenty of glass, wood and stone available to us within a short distance.
The best biome to live in is obviously the mushroom fields biome but not until mid game, as during early game they suck due to no wood except for in abandoned mineshafts, which only generate underneath them if you're lucky.
