If I had to take a wild stab in the dark I would guess this is a film Notch (or whoever does the sound) has seen and is actually the source of some of the game sounds rather than it being made from game sounds.
I just did a search for Markus Persson on imdb and found an actor listed by that name who starred in a movie called "Blinka lilla stjärna". Apparently its a student film, I cant seem to find the film itself. Not saying its related, just interesting.
0:02-0:05 footsteps and breathing
0:06-0:10 first "whirring" noises (possibly ghast/herobrine if you want to believe)
0:12-0:20 flickering of a flint and steel lighter, more whirring noise
0:22-0:25 coughing
0:31-0:32 clear ghast cry
0:36-0:43 opening/flipping through pages of a book, or sorting through many maps
0:46-0:47 flickering of a flint and steel lighter
0:48-0:58 strange music of some sort
0:51-0:58 running on stone
0:59-1:01 running on gravel
1:02- ghast? scream, sounds like fireball blast
1:05-1:08 sounds like someone is rewinding or fast forwarding a tape.
My theory is that someone found this recording of a man in danger running through the nether. Minecraft isn't so advanced so it doesn't have a recording device. It may be just audio of a man being chased and killed.

my guess is that its some guy with a recording device, lost running through a cave(not the nether). it sounds like distant thunder at :07 which is why i assumed a cave. checks maps with flint/steel after hearing a ghast to gtfo out of there. you hear a "woosh" like someone quickly looking around in the dark behind them before more flint/steel flicks(to peer into the dark behind). starts running from the ghast and stumbles into a "natural" nether portal(with low % chance to spawn a ghast!)/dead end, tries to quickly dig his way out and gets plowed by the ghast while trying to escape. mic is damaged so the audio ends but the device keeps recording, you stumble across the "tape" in your minecraft travels as steve, the end.

What the Nether is going on in the song called 11? It sounds like there's a man who tries to hide from something while he use some sort of a clicking device. Then you can hear something that sounds like a tivoli haunted by clowns, and the man starts running on dirt etc. and the "song" ends.

I guess that it would make sense for this to be the eleventh in a series of audio recordings made by a mysterious individual, but then what does that make "13"? And where would you find these recordings? Dungeons? How would the game make sure you listen to them in order? Will there be a "1"-"10" and "12"? Questions, questions.
I've been interested in what that 11 record is, too. I even have setup a scenario in my head of what's going on.
Someone running frantically through... the nether, I guess. He stops and puts something on the floor (a backpack?) and starts looking through it.
He finds something that sounds like it could be a :Flint and Steel: , I can't hear what he does with it, though.
He coughs a bit from the running (or maybe dehydration, since the nether DOES have fire & lava everywhere), takes a few steps over to a wall, and tosses something on the ground, and starts to look through something paper-y. Maybe a map or a log book?
He hears something, or something is coming for him. So he starts running, runs out over soul sand to a ledge, where he's greeted by... I dunno. A ghast? I can easily imagine a ghast hovering into view from beneath the "ledge".
Thoughts?
EDIT: I suddenly don't think my story is very correct judging by some of the other posters stories. I keep getting this idea that it's somehow associated with the nether...
Maybe it's a guy trying to escape from the neather? At 0:30 you can faintly hear ghasts. He stops for a moment to write down a note, in hope a traveler would find it. Then he runs, trying to find his portal home.

Runs to a nether cavern with zombie pigmen inside. (zombie pigmen sound)(cavern sound)

Panics. (which explains why he starts running faster)
Breaks a hole in the wall. (digging sound)
Places dirt to block mobs off (Dirt sound)
Runs towards entrance (running on dirt sound)
Goes into base
Recording ends.
That must be what happened.

if you just watch it from around 50 seconds you can hear him running on stone or something then gravel or dirt and the at 1 min it sounds like a helicopter to me
This is just like how people were wondering about record thirteen.
I believe that this is another story from one of the miners. One of them found the nether and recorded it with the eleventh record. Another found a skeleton dungeon and recoded it with the thirteenth record.
All the miners got lost on an expedition. They were each given orders to split up and a record to record their discoveries. I can't wait for more. That is my theory on these tapes.
