Checked Notch's Twitter, checked Google, checked the forums and couldn't find any info on this. Anyone know anything? Or is this another one of Notch's little surprises?
EDIT: Asked Notch over Twitter. Awaiting response.
If you look carefully at the covered part right where the thing sticks out, you can see a sliver of line going down from the stick part. It's obviously a y.

"Using science I have finally concluded that Big trees are larger than small trees."
it will probably gain the power of an atom bomb , and be stealth like an ied
glow in the dark probably..
shoot it from far, it will take out 5 block radius. let it creep up on you and you receive full blast, electric and fire attack, for 10 block radius.
i wonder wut damage a "powered Creeper" cannon launcher could do..

I doubt it. It's most likely just the shadow. Plus the bottom note on the full version has a 'y' and the bottom is slanted.
What about "lightning-powered Creepers?" Seriously. Notch is having pigs turn into zombie pigmen when struck by lightning. So what would happen to a creeper that was struck by lightning? Super-charged for a massive explosion? Explodes on the spot? Turns into a ghast? Could be anything, and that sounds like something Notch would do.
EDIT: Ninja'd.

FM DebugMod 1.2.5v1 - Fixes problems with F3 debugging graphs, restores entity labels, and strips down debug info (updated 2012-04-04)
Overpowered creepers wouldn't make any sense. They wouldn't plan to implement an enemy that is overpowered and creepers as they are are hardly overpowered.
I'm leaning towards (_____-)covered creepers or lowered creepers. Or maybe it's just a joke.
It's not a T. The other t's on the boards don't have curves on them. It could be an R, however, the rest of the writing on that note in particular is written on the line, and if it was an R, it would not be following this pattern. So no R. It could be a C, however once again the other C's in the photo are not similar, as in the note, it is too high up. So no C. It's not an I, either, following the same methods, as it's too long and isn't dotted. The one the mystery letter looks most like, after analysis of the rest of the handwriting in the photo, is a V. There are no W's in the pic, so I'm not sure what that would look like.
Careful analysis, people. No tiered creepers, no altered creepers, no neutered creepers, and most importantly of all, no creepered creepers. My best guess is overpowered creepers, though I'm not really sure why it would be there. If there were overpowered creepers, people would complain about them. I'd like superpowered creepers. That'd be awesome.
I don't suppose this is the kind of picture that can be x-ray'd, is it?
It's time to contact the FBI.

#37) Ores tend to spawn in packs
If you take one out you better be ready to take on its angry cousins!
Took out an over head coal node once and was snuffed by a gang of Gravel seeking revenge!
Considering the size of the note-cards being used, as well as the known contents of the update, it seems likely that it is "Snow-covered creepers", since a green creeper stands out on snow and there's a reason for them getting covered in snow. Of course, this is based on the assumption that the note-card in question is the same size as the rest, which is not certain, though it seems likely since all of the measurable cards are the same size, or near enough.

: powered Creepers :
as in when a lightning bolt hits a normal creeper

Nerfered creepers?
What?
What? I was thinking that it may be an issue with "Overpowered creepers"
Just a guess...
As I said, creepers are not overpowered so I couldn't see them considering a nerf.

OMG ITS JESUSCREEPER [] [] []
Maybe, like brand new design?
I can imagine it now!
"Poker! Poker! Come all! Wager Your Creeper!warning, creepers may explode resulting in death."
^This is what I reckon too. Rarer but even more dangerous.
Good things have been added, it's time for some balance.
