Looks like chunk error. It shouldn't happen in a fresh world, but you never can be sure.
Sometimes you can have chunks from an old world in a new world when you exit and delete the old world and without restarting the game make a new world with the same name (and random or different seed). Some game data stored in system's cache can be re-used (a bug) and occur in a new world.
Take the /seed and make a new world. It should be fine this time.
