Hey guys I am about to set up a swimming pool and I was wondering if you guys would know what's the brightest underwater. There is a restriction that all light sources will be embedded into the walls. No protrusions.

yeah I asked which is brightest underwater but I am guessing it's the same as above ground since it's just adding water's translucency into the picture. anyways I went with lava-glass and it's pretty nice.
Jack-o-lanterns work better than torches and don't need the glass, so I'd go with that.
Lava is pretty, strong and all, but also kinda weaksauce-looking if you don't do it right. Actually... *looks it up*
It's a toss-up between scary pumpkin thingies and glowstone. Both 15, neither need glass.

There's a mod called "Crystal Clear Water" I suggest googling it. It makes the water clear as air but with a slight blue hue(So it really does look crystal clear) and is great for -anything- underwater.
Glass actually increases the brightness. Water reduces light by 3, but the glass replacing it will remove the first water block.
For example, glowstone has a light level of 15. For each block of water, it is reduced by 3. So, the light levels from the glowstone are 12, 9, 6, and 3. Four blocks with visibility.
If glass is put over it, this changes to 14, 11, 8, 5, and 2. Five blocks with visibility.

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.

You're correct, lose the glass. That would be the brightest pool possible.
