I'll say I was quite impressed. You'd hear birds chirping near trees, wind on top of mountains, not to mention sounds added to the Nether.
How about adventure maps? Have you ever wished, for example, custom maps could have ambient noise? Say, music, wind, rumbling, you know what I mean.
Sound is practically necessary in every game you play. Think Half-Life with it's excellent techno, think FTL without it's brilliant soundtrack by Ben Prunty. Think of games without voice acted dialogue. Without...footsteps, even. They wouldn't have any substance.
Adventure maps have taken a rise in the last year or so. Mojang seems to support them. Command blocks? That was their purpose.
Okay, so: Sound blocks. Like Jukeboxes, but more configurable. You could add sounds externally, maybe even without a custom resource pack. Have a resource pack-like menu containing all of your imported sounds. Of course, sound blocks would be like command blocks: Only obtainable and usable by a server operator, or in singleplayer, allow cheats and in creative mode.
The block would also be highly configurable. Range, specific player choosing through @p, @r, and @a, volume, and whatever else Mojang might think of. If they end up doing this (I certainly hope they do) it will be a huge help to me and many others.
Consider the possibilities here. You could:
Walk into a dilapitated building, hearing the soft hum of old electric lights above you. Several machines of unknown purpose whir and throb in the corner. Ventilation shafts cover the celing, and you can hear the light noise of air blowing upon your face. You hear gunfire outside, reminding you of your purpose here. In that you rush to the next room, and you know what you're about to face.
DEAFENING NOISE! AAAH!
Not really, but yeah...imagine that. In Minecraft.

I think you are right in a sense. If you want to play a sound it needs to be in the Jar or a resource pack. Which is how it should be, after all it isn't totally uncommon to have a resource pack packaged with an adventure map.

Certainly not redstone-activated noise.
/playsound is both redstone activated and ambient depending on how you write the command.
The issues pertaining to /playsound are, however, are inconsistency with custom sounds (they work sometimes when you add them directly to the assets folder, Grum says no custom sounds in resource packs is intentional, but I think it's because of problems with the command, not Mojang wanting to limit customization) and the unresolved MC-18789, sound effects get cut off on occasion.
However, several sounds that probably wont be used in many adventure maps are in the game files, most notable, the classic hurt sound (classic_hurt.ogg). The anvil breaking sound and all of the noteblock sounds are also easily replaced.

The entire point of this suggestion was practically an idea to refine and implement sound and custom sound in Minecraft more. Mojang, as I said previously, seems to support things like this greatly.

I don't know why they would restrict that, as it is so incredibly useful.
