Basicly, caves can be full of water sometimes, and maybe a new hostile mob could spawn in the water between layers 16-50. This new mob would make the flooded caves more exeiting and make the commonly found water pools more dangerous. Please suggest what you think the mob could be in the comments below.
It would add a better atmosphere to the exploration of caves, and makes it more fun to explore. It also adds some challenge, makes it safer to be around lava, can repel mobs, and it is like minecraft classic.
Possible mobs-
A blue silverfish that spawns in the water-Does not "awaken" more silverfish. Same stats as silverfish
A Floating Skull- Skeleton skull that follows player through water. Twice health as silverfish, same attack power. Drops a skeleton skull 25% of the time.
Black alligator with red eyes- Same health and attack damage as Enderman, does not teleport, can become invisible in water if it doesn't move for 5 seconds, moves very slowly

Will the mobs spawn on the surface. I think it would be cool if there was a black alligator with red eyes. I have no Idea what the stats are or characteristics. It would just look cool as heck.

No, the mobs would not spawn on the surface. They would spawn between layers 16-50 in water.
But a Black aligator with red eyes...I like it. I'll add that to the original post. Thanks!
Underground lakes do spawn, but you know what they say, go big or go home. I like the idea, but the mobs... I don't know why, but I don't think that Mojang would add them
