Oil is a liquid, and behaves most similarly to water. It flows as fast as water, and flows 8 blocks, also like water. Unlike water, it can be lit on fire, and will not put out fires. Because it is flammable, it can start fires. It is found below layer 58 and is found in pools similar to lava, but the pools are much smaller, and filled with oil, obviously. The pools have 5-11 oil source blocks, which can be gotten by using a bucket, also similar to water and lava. The oil buckets can't be stacked, again, like water and lava. In a furnace, it can be used as a fuel and an ingredient. If used as a fuel, it lasts for 500 seconds, and can smelt 50 items, which are both half as much as lava. The oil bucket is not consumed after being used as fuel, so you can go refil it with more oil. If used as an ingredient, it will give you 1 Plastic item. The bucket won't be consumed during the smelting of the oil.

The plastic can be used to make Blocks of Plastic, which provide for compact storage. Like other storage blocks, you can put one in a crafting table and get back 9 plastic.

The plastic can be used to make Plastic tools (pickaxes, swords, axes, etc.) The plastic tools are crafted just like other tools, but plastic instead of planks, cobble, iron ingots, etc. I'm not sure if there should be plastic armor, there is a poll for that above. Plastic pickaxes have more uses and can mine more blocks and mine them faster than Stone pickaxes, but have less uses, can mine less blocks, and mine them slower than Iron pickaxes. Plastic picks can mine every ore except Diamond, Emerald, and Gold Ore. Plastic Shovels and Axes
mine blocks faster than Stone Shovels and Axes, but are slower and have less uses than Iron Shovels and Axes. Plastic Swords deal as much damage as a Stone Sword, and have as many uses as other plastic tools. The same is true with Plastic Axes. Plastic Hoes have as many uses as all other plastic tools.
Plastic Blocks and all Plastic Tools can be dyed with any type of dye. If you put a Block of Plastic in a crafting table with a dye (Bone Meal, Ink Sac, Rose Red, etc.) you will get a block of plastic of that color. If the block of plastic is dyed, it can't be turned back into plastic, But not to worry! If you fill a cauldron with water, and use the dyed plastic on the cauldron, the dyed block of plastic will turn into a regular block of plastic, which can then be turned into 9 plastic (Credit to the cauldron idea goes to TheKlemms). You can also do this to dyed plastic tools to turn them back to regular plastic tools, but plastic tools can't be crafted back into sticks and plastic. Not to mention dyed plastic blocks and tools look amazing!
So, in conclusion, Oil and Plastic add a new fuel, a new block, new tools, new decoration blocks, a use for cauldrons, and realism, which is why they should be added into Minecraft!

I like oil though, because it fits in with the MC tech level, seriously, name one good castle movie where they didn't pour down boiling oil at some point, I can imagine, pistons, lit Netherrack and oil for defenses.

On Topic: Is a new tier needed? Especially plastic. Plastic, the stuff which is pretty soft. The stuff which makes up disposable cups. The stuff which is even softer than wood. How could plastic even try to mine stone?
Oil. Oil is not needed. It doesn't add anything to the game. It is essentially lava, just with the added function of making plastic.
Yes, I do realize that it is relatively modern (invented in 1855). No offense, but it's not like I'm suggesting supercomputers that turn into high-tech robot tanks. Modernism isn't always bad. For example, consider TNT. TNT, also known in the real world as trinitrotoluene (I have no idea how to pronounce that) wasn't discovered until 1863. And it wasn't even used as an explosive. Back then, it was just used as yellow dye. It wasn't used as an explosive until 1902, which is 47 years after the first plastics were invented. So, TNT is newer than plastic, and it is in Minecraft. And why not have oil? It does TOO fit in the game. Minecraft is a mining game, and oil is found underground. It adds realism, and a new fuel for furnaces. And realism isn't always bad!

About Oil, yeeeah, I guess, but I see no real uses for it besides as a more potent copypasta of coal, but liquid.

Half support. Plastic is too high-techy, but oil might just be a possibility.
