While rain definitley should be made less laggy and have a better sound, it's not OP. Just because it prevents mobs from being on fire doesn't make it op... shade keeps them from bruning, so does armour, and water, are those OP too? Rain can also be gotten ride of by sleeping if you want them to burn in the day.
I have to agree there, rain sounds like a sawblade slicing throw wood rather than actual rain.
But then again, that's just me.
THERE IS a way of turning down only the volume or rain. Go to video settings, select particles and set it to minimal, TADAA THERE now, no need for making nooby suggestions about how a natural phenomenon is OP

... Did this guy just say that Rain is OP? ... I think so. That's a little too far. Rain was added to make Minecraft more realistic. Personally, I don't mind it. Sure, mobs stay alive but big deal. It's not so bad. Just stay inside for a while. Besides, if you saw the sun all day, don't you think that Minecraft's Day and Night cycle would get boring? Personally I wish they added more weather effects. Like Tornadoes, Windstorms, Dust-storms, etc. Maybe even a rare chance to have a Solar Eclipse during the daytime where it spawns a special mob or spawns mobs in general. Not sure how that would work with the 7 or below light level requirement, but Mojang is smart. Anyway, back to the main topic. Weather is nice. We need more weather types for even more variety. improvements. Nuff said.

Just set your particle effect to minimal, the sound of rain will (for me at least) be gone. Dunno why it is like this, but it probably is because rain splashes and the sound somehow are connected.
All - loud and "big" splashes
Decreased - a bit less loud and smaller splashes
Minimal - (almost) no sound or splash effect
Just like badprenup said, it could be good to contro the weather volume seperate from other volume. Do it from the video settings menu and it will be pretty awesome to do, I would love to that while I'm in Creative and it starts raining. I support.
Well tbh, most of the time, rain only bugs me because of how loud it is, also, sorry I was so rude last night, I had a big frustrating (but probably rare) scenario with rain, and I decided to bring that to the forums. It turns out that was a mistake on my part...
As I said: turn your particle effect to minimal, the sound will go (almost) completely away and particle effects are not needed for anything anyways (I don't need them)
Minecraft isnt about realism, do you see floating trees irl? No! Sure, I agree that the charged creeper isnt that big of a deal. But I shouldn't have to turn my sound down to make almost everything else in the game near impossible to hear because of a single constantly-occuring game mechanic! Also, completely idiotic? Look at your avatar!
I prefer to live in biomes that have grass, thank you very much... I'm very picky about which biomes I move to I'll have you know!

yes yes, rain is completely TO NOISY, I had to turn up my skype volume cause I can hardely hear any of my friends cause its SO LOUD, and snow is annoying to have to keep shoveling up if you have stuff that you want to be able to get to.

How loud do you need your IGN sounds to be if you couldn't hear your friends. And besides; changing your skype volume is not that hard.
For the third time: change your particle effects to minimal in the video options, the rain sounds will go away.
Adds much needed aesthetic and atmospherical features.
How is it overpowered? It's not like it rains diamond on you...
But then again, that's just me.
A Realism suggestion isn't bad as long as it doesn't directly affect main gameplay, which means keep Realism for aesthetics or other practical things.
Not only that, realism suggestions can add to currently existing Minecraft features.
