I don't understand why people are bashing the OP. Ok, his writing style is poor and apparently he doesn't like to use capitalization, but he's point is still accurate.
Mojang does not have the best programmers. I'm not trying to be mean, but MC is not "professional" grade coding. It's still fun and creative which is the most important part to me, but it could use a lot of work under the hood.
Telling the OP to get a new computer is silly. It might be true, but it doesn't address the underlying issue - modders are able to make the game run ~2 times faster than the default game without harming functionality AND they're still able to make the game look better. I have a pretty good PC myself and I still like OptiFine because I love all the graphic options.
Except that if you look at all the people bashing them, we're showing that it actually is the OP's computer. Like I cited with my picture, I get average 34 FPS on full settings (Smooth Lighting Maximum, Render Distance far, Fancy graphics), yet my computer is about 4 years old. Minecraft has been optimized since the full release (a few snapshots after the full release is where I pulled Limitsoflife's quote from, the full quote being that he had 50 FPS average on unmodified vanilla), and while it may not be completely and totally optimized an sparkling clean, most of the issues with lag are because of the computer itself, not the client.

Except he gets higher FPS with OptiFine then without. The quality of his PC is moot since the mod was able to make MC run better.
And if you want to run a bunch of mods or high res textures packs (like I like to do) even a good PC can get bogged down. OptiFine fixes that problem for me.

Just because something makes the game run faster does not mean it's not the computer's fault. Let's say I have a really bad computer. Running Minecraft with Optifine, I will get higher FPS. This does not mean my computer is not bad, it just means that Optifine makes things run faster.
Regardless of all of this, Mojang is working on it and there have been FPS boosts since the full release. Just because it doesn't do magic like Optifine does doesn't mean it wont make the game better.
chazonezeroseven, the fire really rushed to your head there didn't it? Kinda clouded your judgement. Yes, Mojang is totally full of idiots because they didn't implement some things from another mod. Perhaps... not everyone needs optifine? Perhaps some people can run the game fine without it..?

Hey, you there. Yes, you! Are you thinking about posting a suggestion on the forums anytime soon? If so, please read this before doing so.
To start, I wouldn't say the people at Mojang are idiots. You can only event attempt that if you yourself know how to program. I am not saying they should not focus on the engine, though, in fact, I would recommend it.
No, really, think about it. Lots of us have less than desirable to outright nasty performance. To those of you saying people have crap computers... not everybody can just buy a computer, you know. I would say such people are more wrong that the OP. Yes, a better computer, and/or a better graphics card, WILL help. Does not mean people can afford it. That does not even answer the OP's question.
Anyway, as pointed out, it couldn't be included. This is unfortunate, as I think it futures many improvements. Not to mention, the convenience of many different render distances, which is a slider (so when you want to go to tiny, you don't need to lag on far first). Still, as said, it could not be put in.
That being said, Mojang SHOULD focus on performance. Think about it. What do modders do? What is Mojang doing? Exactly. They are both making content. But wouldn't better be for Mojang to refine the engine - mostly in terms of rendering - and then built up content on it? I would say MC performance issues should take priority over any bugs. I would much rather be unable to place paintings than to suffer 15 FPS.
Thus, I propose, one of the major updates - say.1.7, as they have apparently decided what 1.6 is about already - on trying to improve performance. For the tons of us who play on tiny and get under 30fps. Imagine how many people that would help.
Hey! I play on 12 fps, and it's perfectly tolerable. Saying that you would rather not place paintings then play at 15 fps sounds like an exaggeration. It only become un-playable when it gets to 9 Fps.
Seriously? Calling Mojang an idiot isn't going to help your fps problem. If it bothers you so much, just keep Optifine installed if it's that important to you. Problem solved.
To any mods out there, this should not be in the suggestions section. It should probably be in the disscusion section.

Thossssse are sssssome nice catsssss you have there.”Haha, I do have cats. You can’t come near me now!" HAHAHAHAH BOOOOOM!!! The only creeper in the world not afraid of cats just had to find you, didn’t it.
I can't find the Minecraft license right now, so I can't say for sure what the language is regarding derivative works. I know some games have language saying that any modifications can be used by the developer at their own discretion in their EULAs, so if that kind of language is in there, they have the authority to put Optifine's functionality into base Minecraft. But that's only half the story. It also has to do with the company's attitude. I get the impression that Mojang wants to be as mod-friendly as possible, and feel that the threat of having your work taken from you would have a chilling effect in mod development in general, especially if it actually happens to a mod as well-followed as Optifine. They've already acknowledged that at some point they have to take performane enhancements into their own hands, but they're being very careful about how they go about doing that.
Now, if there isn't such language in the license, it doesn't matter how Mojang feels - the code changes in Optifine are protected by copyright, and they can not be implemented into Minecraft proper without a licensing agreement with the author.
Any tools you write for the game from scratch belongs to you. Plugins for the game also belong to you and you can do whatever you want with them, as long as you don't sell them for money. We reserve the final say regarding what constitutes a tool/plugin and what doesn't.
In the normal minecraft jar it looks to me that you have render distance on normal or so and its light out and your looking at a village (lot of detail).
In the optifine picture it looks to me your render distance is tiny, it's dark and your looking at grass -_-, no detail there!
How about you stop using Windows 97 and get a decent computer? I'm using a relatively low-end gaming PC, and my FPS is about 80 on max settings, no Optifine.

Woah buddy! You need to fix that bow if you want to keep it forever!

Message me yours if you want to trade in Animal Crossing: New Leaf or just need some friends to play with. I can also do Pokemon trades in Pokemon X(or Y), but I don't have any good stuff, and the only good stuff I have is not for trade so...send me requests anyway.

And, ahem, Forge and Optifine are only compatible if Forge is installed FIRST. If Optifine came built-in, then Forge would not work. Then again, once the Mod API cmes out that won't be a problem, and Optifine would be very easy to install.
If we're going to commit copyright violation, lets just take the new wii u and make it minecraft based, and lets add a new game mode called world of warcraft, and rename Mojang Microsoft, and (continue this my fellow forumers!)

Edit:
Yes, also this.

Wow, Tiny? I play on far.
Mojang has tried to implement optifine's functions and/or features, but the creators refused.

As ambiguous as any other TOS/EULA.
