I'd reccomend mantis shrimp. Just because it is the only animal that fits.
Rideable, but will attack you. You have to sneak up behind it and jump on. Once on, you are safe. All terrain, can run underwater, on the bottom, and ''moon jump'' underwater, but cannot take you to the surface, unless its shallow water. So no crossing oceans.
When you are not actively controlling them, they 'roam' like a normal mob does.
They can also smash through blocks, at about the speed of an iron pick, but have a ''cooldown'' of 4 seconds inbetween block, and you don't get to keep any blocks it breaks. (to prevent avoiding tools for mining) Slightly under running speed, high damage attack, with high knockback (because of how mantis shrimp claws work).
Maybe notch could have a bunch of mountable creatures, with unique powers.
Some moar ideas:
Ostrich: Low health, very fast
Giant tardigarde: Very slow, harmless, god tier health, can even cross lava unharmed.
Jellyfish: The magikarp of mounts. Is rideable, but aimlessly floats through the ocean. No way to control it.
Squid: Undersea mounts, decent attack, very fast underwater. slower on the surface.
Creeper: For the lulz. First time you get near another player or mobs it blows up.
I like the Shrimp idea. I was just considering some sort of subterranean crustacean you could ride and use to tunnel through rock. We need a really big creature capable of tunneling, but we also need to consider how to ride it. If the "saddle" is on its back, the player will be at risk of suffocating. I'm going to make a comprehensive suggestion list in a while, but I'll summarize this particular matter now:
Have a new neutral mob (The Giant Mantis Shrimp, or Rock Lobster)
Have discoverable vehicles that cannot be crafted, but are extremely useful and durable
This particular vehicle is a reskinned version of the mob that the player can enter. Once inside, the player essentially becomes the mob, using the left click to attack. The vehicle is airtight, can crawl along the bottom of rivers and oceans, and can pulverize rocks, plants, and hostile mobs. The walk animations in minecraft will need to be fine-tuned for long creatures, particularly when going up and down slopes, in order for such designs in mobs and vehicles to be satisfactory in appearance, but it is feasible given some time and effort on the matter by Notch.

But I can't think of ANY non exotic mount that could plow through rock, and crawl around underwater while still making sense.
