Don't have time to skim this thread right now, but I very much support this addition. It would make for an exponentially more customizable gameplay experience, allowing custom map creators to really go to town with customized monsters, and soloists to enjoy seeing familiar mobs act in unfamiliar ways (killer chickens, friendly spiders, etc.).
I've proposed similar stuff before. Your idea seems pretty well developed - kudos!
I'd like to be able to set a certain monster as a "terminator," where once you trigger its awareness of you (or desire to kill you, whatever), it never stops coming. It never despawns, and will not stop until you are dead. I think this would work best with monsters that don't spawn very frequently, and, in general, you ought to be able to set spawn rates in the options menu without resorting to a mod.
Might also be nice to be able to set whether a mob can climb (either "all walls" like a spider or just "can climb/jump up 2 or 3 walls" so higher walls would stop them), swim (creepers sink like rocks! and maybe spiders are hydrophobic), maybe even fly (at a given speed... I know the Wraiths in Mo' Creatures were a welcome addition to my Minecraft experience).
At any rate... yeah! Minecraft needs this.

Me like. Sure, we don't NEED it, but do we NEED NBT tags for item lore? No. Anything that adds to adventure maps without detracting from the feel of minecraft or the main game, is usually good.

Not really. If that was true, turning it into a 100% Dwarf Fortress clone would make it the perfect game, in which case Dwarf Fortress is already perfect and you have no need to play anything else.
I would love to see more customizable mobs, especially for map makers. The Herobrine's Mansion map was the one that really got me interested in the topic and I seeth with greed to think how much better an already great map could have been with this level of mob customization.
When the mob hits the player it can apply a potion effect (like a wither or wither skeleton)
I can imagine making skeletons give a slowness effect when they hit you and create a stun effect.
I support this suggestion, map makers often find it difficult to create engaging combat in the game.
Also, this system could be used for the difficulty scaling (the longer you're in an area, the harder it gets)
Example: Zombies have a chance to spawn with a chance the inflict hunger on the player
Spider have a chance to spawn with nausea infliction.
The possibilities are huge.
