Yeah, it doesn't seem all that balanced to just be able to enchant, disenchant, try again, over and over until you get the perfect god tool you want - there should be a cost to doing so.
I liked the idea of losing the weapon entirely and getting back xp.
I thought the whole reason people wanted to disenchant things was because they wanted to save the tool, not the XP. Although I'd be perfectly happy with how you have described disenchanting, I also openly admit disenchanting isn't something I particulary care to do (once enchanted books are officially released that is).

I'm just thinking Skyrim; though it is slightly different. As I had said earlier, if you acquired an enchanted weapon you didn't want you could just disenchant it later. (Think skelly bows or getting weapons you didn't care for from pvp)

Well if disenchanting were done in this fashion, then I would actually use it for the xp. But I'm also trying to think about the players who want to disenchant for the tools not the xp. Given that most of the threads I have seen about disenchantment seem to be from players who want the tool back, I don't think it's unreasonable to assume most people want disenchantment for the tools.
I don't know though really. It would be interesting if others post here to see what they'd rather see from disenchanting, a return of the tool at an xp cost, or a return of the xp at the cost of the tool.

The OP is saying that the current enchanting system is extremely inefficient.
Most of the times, you'll get several crappy enchanted tools and repair them together to get a fresh new unenchanted tool, which would produce yet another crappy tool.
Also, unless you somehow exploit the current game mechanics (such as village coding), the minerals that you "go mine for 5 more minutes" isn't renewable.
Ever enchanted a sword with all your exp just to get an enchantment such as bane of arthropods? Or maybe you want to move your enchantment to another items? Well, this is where my idea comes in. My idea is to add some sort of way to un-enchant items, and obtain the enchantment. That thing is the Extractor.
But what does it do?
The extractor will do just as the title says; remove enchantments. The GUI screen will look something like an anvil, having two income slots and two outcome slots. You combine any enchanted item with a regular book, and get the item (un-enchanted) and a book with the enchantment! But heres the kicker; You may only get one enchantment back from any item, and it's completely random (like with the enchanting table)! So if you were to have a sword with sharpness II and fire aspect I and you un-enchanted it, you will get the sword back, but you will either lose the sharpness II or the fire aspect I enchantment. This process will also cost exp, but it will allow you to save your hard-earned materials to re-enchant your item.
Finally, heres how it's made: Feel free to leave feedback, ideas, or even criticism.
Enchantments weren't meant to be removed from tools. They were meant to be random, as it adds to the fact that you should make a mob farm, or something along those lines.

Grinding isn't the BETTER way, as it is boring, and easy to do when you are a higher level. Maybe make it fun by making it automatic, and less boring. (Use a mob farm).
You guys don't get it. Enchanting is meant to be a fun, mysterious thing, not something you can redo and make yourself the GREATEST, POWERFULEST player in MINECRAFT. I would rather mine for more diamond then do this. I guess mining will be useless once you have this... SADLY... Have a nice day. kthxbai

Instead of adding a new item to the game, why not just be able to move an enchant from a tool to a book back and forth, so you can use for later. and stated earlier, there should be a penalty. Being able to constantly swap enchantments back and forth is pretty OP.

At first when I saw the title, I thought you meant removing the enchantment system entirely. O-o
On-topic: I kinda like this idea. But the excitement you get when you enchant an item - "I wonder what I'll get? Hopefully Sharpness... *crosses fingers*" is something that kinda makes it a little more fun, if not a bit annoying. Just my opinion.

Grinding for xp is really easy, and if you are farther in the game, then it sometimes can take a matter of seconds. Really, you are just way too lazy and need some more willpower.
