Honestly, anyone that can use spawn eggs on a server could also install a plugin that lets you spawn any mob. Essentials has a command for it :\ I don't deal with SP alot so idk but if its really a problem I bet a mod has been made to fix it.
The only other reason I hear is because there isn't eggs for an adventure map. If your making an adventure map you should be able to know enough to use the mods that let you manipulate the spawners. But how much of the minecraft community even knows where to put adventure maps to play them? Most are kids. While I enjoy a good adventure map now and then I don't think a majority of the Minecraft community even knows how to "install" one
Even so, you don't "need" a seperate mob ID to give them a spawn egg. Sure maybe with the current coding they do but add in a few more data values for eggs and you can get down to even more specifics. In essentials using /spawnmob gives a variety of options, such as which mob, the kind of mob in that mob type (wither skeletons or regular, villager zombie or regular, the size of the slime) and allows you to have another mob riding that one, along with all the options you had for the first. I've made a giant riding on an enderdragon several times.
Guess what really bugs me is that gerbil calls mojang stupid for coding the way they did, even if it doesn't affect the majority of players. Atleast he got a bit smarter and suggested an identical egg solution eventually, rather than focusing on the pointless fact that they don't have their own ID. >.>

And I'm pretty sure Mojang could give spawneggs more data values, whether it is NBT tags or just coding certain egg subtypes to spawn mobs with certain NBT tags.

Support, they should also do it with spider jockeys.
Instead of making a separate egg, why not make it so that right clicking a spider with a skeleton egg makes a spider jockey. As spider jockeys are not entirely unique entities but are two entities in one.

There is no need for another spawn egg. If you are a mapmaker you should know how to manipulate Spawners. Range, cap, position, time between spawn. If you want accuracy, try redstone controlled Spawners. A separate mob ID for the wither skeletons is also not need. Charged creepers didn't need one, why should wither skeletons even though they are both different.
