Agreed. I spent 2 hours in the Nether one time hunting Wither Skeletons so I could put together a Wither, and the first half hour was spent finding a fortress. The rest of the time was spent finding and killing 3 Wither Skeletons (all of which only dropped 1 coal, or something).

Fact: The Ender Chest was a mod before it came out in vanilla minecraft.
Idea: Add Nether mods to vanilla minecraft. And make it so Wither Skeletons spawn outside of the fortresses
Good idea! Anyone here have modding experience? Especially with changing how mobs spawn? It would go a long way to answering the arguments regarding balance.
That would be amazing if someone made a mod for this! I can't imagine it would be too difficult, all it really is is a tweak to the spawning restrictions, and a few if statements regarding checking what light source light was coming from to see if it restricted wither skeleton spawning.

How about, Nether Bridges? Just like the roads in a Nether Fortress, just that it's really long, usually goes over lava lakes, and has a small ''tower''-like section every 2 pylons. They are very common and appear in patches, in an almost-perfect grid shape, with some broken corners and ends. The wither skeletons spawn in the ''tower''-like sections. Problem solved.
Also, that would make getting the bricks needed for a Blast Furnace (in Railcraft) a little bit more realistic...
Which increases the area they can spawn while adding more interesting stuff to look at/explore while down there.
Overall, I'm more inclined to think we just need more down there in general. Maybe add little "Nether Keeps" that function kind of like the Fortress, but are more common and significantly smaller. That would also add more space for them to occur while keeping them off the ground.
I'm glad the drop rate is low and they're hard to find. It's not supposed to be easy, or even remotely! Half an hour spent looking for something in a game is absolutely nothing if you look at dozens of other games requiring you to put hours on hours into looking for their rare stuff.
Of course, there's always the tiny chance that someone gets super lucky and finds 3 heads in 10 minutes. And the other chance that someone spends 10 hours and only gets one.
The fact that the wither skeleton only spawned in the fortresses made me angry...
Well, they should spawn more COMMONLY in Fortresses to give more intrinsic value to finding one.

I agree. If the chance that they will drop a Skull is so low, it makes it unfair that it takes so long to just FIND them!
