Hey man, great idea. I am a new adventure map maker and I really need these commands in minecraft. Having a dispenser just sitting right out of no where is so ugly and dumb, how are you planning on letting Mojang know about this topic?
-/spawnmob (Mob) (Number) Spawner Minecarts are already capable of doing this much better than a command ever could.
-/mobaggression (Mob) vs. (Mob) (Radius) I'd suggest it instead be /Mobaggression (Target Mob) [true/false] [Radius] [Selector for mob/player to be attacked]
If the true/false box is blank, then it just toggles on/off. This would require lots of changes to the mob's code, but I can see this being useful both as this command and a NBT tag. Anyways, I support this.
-/mobsunlight (Radius) [Currently Debatable] One can simply put a zombie head on a zombie and they will not burn; same for skeletons.
-/mobarmor (Mob) (Armor Type) (Tier) (Limit) (Radius) This can be accomplished through mob spawners that spawn the armor with the mob.
-/mobpower (Potion Effect) (Limit) (Mob) (Tier) (Radius) Again... this can already be accomplished through mob Spawners.
-/mobweapon (Sword Or Bow) (Mob) (Radius) (Limit) Same as above.
/mobstay (Mob) (Radius) I'd prefer this to be a NBT tag that can be applied to mobs through a third-party editor.
/mobattack (Mob) vs (Mob) (Radius) Redundant as you already suggested /Mobaggression.
/mobrepel (Mob) (Radius) Does this make them run away or despawn altogether? Either way I can't see a purpose for this.
I would love to see this, particularly for eliminating mob spawn within' a radius. I really despise making large villages / cities / any place with a park, and needing to light it up like the Las Vegas strip to keep mobs from spawning. It feels very unnatural for a town to need torches every 15 feet to keep zombies from popping out of the ground.
Save for one, these are all unnecessary and/or useless.
Your solution is an all or none for the server, the OP's suggestion is limiting it to a radius. (Multiple of his suggestions are actually location based) There are a number of reasons to implement that.

Sorry if I missed it, but is there a command that kills a certain mob type? I'm setting up a small arena on my private server, with command blocks. Pretty much, I want to set it up so that it will spawn Iron Golems if the player gets overwhelmed/dies and wants to get their stuff back. Problem is, I need a command that would remove the Iron Golems.
Save for one, these are all unnecessary and/or useless.
