I am fully aware that this idea has been suggested before, however this is my own take on the idea for voice chat in Minecraft.
From a basic perspective, voicechat would would work exactly like you think it would. You plug in a microphone, go on to a server, and speak. There's more to it though.
Voicechat uses a similar system to noteblocks and record players. You can only hear a person who's speaking if your up close, and they get harder and harder to hear as you move farther away. This prevents any endless unrecognizable chatter (unless a bunch of player are in a room together), as there can be up to as many as two-hundred players and more on a server, and we certainly don't want that many people talking all at once. It also adds an interesting game mechanic, you can run off to speak in private with someone, or listen in on someone's conversation (although servers might install mods that allow you to only speak with your team).
Server owners can also decide whether or not the wish for people to use voicechat, and there are also blacklists and whitelists for voicechat too.
Players can also mute anyone the don't want to listen to, so any rather obnoxious griefers can't insult you unless you want them to. You can do this by accessing the list of players currently on the server by pressing TAB. Next to each player's name is an icon of a speaker. You can click this to mute them.
Voicechat would be useful for anyone not willing to give away there Skype or Teamspeak username, or anyone who does not have such programs.
