Now hold on a minute, before you say that this is a bad idea because it would render TNT cannons useless, please just hear me out.
When you place down the cannon, it faces the same direction you are. Right clicking on it displays a simple GUI, with only to slots. While the GUI is up you can aim the cannon up and down with the W and S keys. The two slots on the GUI are used for ammo, and for TNT as fuel.
You can use almost anything you want as ammo, any item or block. However some things will be fired differently from others. For instance, fire charges will be shot in a straight line towards wherever the cannon was facing. Most blocks and items however will be shot out at an arch.
Blocks will be fired out as entities, and will damage any player they hit. The damage the block does will depend greatly on what material the block is made of, so a block of iron could do a good bit of damage while a block of dirt would do no damage at all.
The cannon is fired when its triggered with any source of redstone current. If your not very knowledgeable about redstone than the cannon won't prove nearly as useful to you.

Speaking of dispensers, why not re-name this the block dispenser? You can set the aim of it, and it dispenses entities!
It isn't just meant to fire out blocks though. This is sort of like the much more powerful, very dangerous cousin of the dispenser. Cannon is an appropriate name because of this.

Precisely! The cannon is simply designed for launching blocks and items, something that can't be done with a complex redstone TNT cannon. However, TNT cannons can launch mobs, players, and TNT, which means they're still quite useful compared to this idea.
