My friend and I wondered if Endermen didn't actually want to harm humans but were cursed by the Endermen dragon. When the Ender dragon is defeated, the curse is lifted to some Endermen. Their eyes become green and they become passive like villagers, building houses out of obsidian and creating End portal wells. The end becomes a city, filled with buildings and shops.
Buildings I have come up with include;
A library where you can look up information about Enderman culture and info,
A smithy where you can get special obsidian tools and armour (5x better than diamond),
A temple where Endermen gather in great numbers,
Homes for Endermen to go home to,
And finally in the centre of these villages, a end portal well, allowing you easy access to the end.
Now i'm no mod developer, but if anyone else is intrested, i'll be pleased to hear your opinion.
That was the original post. Now there is a mod being made! It's called The Multiverse Unofficial Expansion Pack and is going to be the largest minecraft modification ever made. The Fields of Dimensions Expansion Project (FoD for short) is one of the biggest mods known to have been in the works for Minecraft. This mod blends all of the swashbuckling adventures of an RPG game with the infinite creativity one can get from Minecraft.
The Ender dragon having been killed, you come to notice that the Ender has changed and that Endermen have gained sentience. Through the knowledge that this ancient race gives you you discover that you are not alone as you once thought, for indeed there are many mysterious worlds in the deepness of the Void.
This Expansion Pack adds new weapons, ores, utensils, portals, mobs, blocks and basically reshapes the way Minecraft works without changing the joy of being original. Everything can be approached with any tactic you want!

As of this moment, the Pack is still a Project. Therefore we need artists and coders. Fan art and skins are more than welcome and suggestions are what we are fueled by!

Make sure you have a fresh 1.2.5 .jar
Delete META-INF
Download and Install Risugami's Modloader (1.2.5)
Drag all the files into the .jar file

Cool idea, but i think i have a sugestion. Obsidian tools last 3x times longer than diamond, but they only mine/damage 0,80% of what diamond does. Also, they should make it that enderman start breaking down the pilars in the end to make homes.

I actually have been doing that myself in the end, building homes for the Endermen. It originally gave me the idea of Enderman villages.

-"what's up?"
-"this way!"

They were peaceful and sentient until the Enderdragon spawned and teleported them into the Ender, where they were forced to seek Steves to kill, because the souls of the Steve's are what fuel the Ender Dragon's healing crystals. As soon as you killed the Ender Dragon, the Endermen would be free, but in vanilla mode they have been too long imprisoned in between two planes (the Overworld and the Ender) so their minds have been twisted, they try in vain to build but are jealous of Steve's skills so they try to kill him when he looks at them. If this mod is made the Endermen would finally be free!

Iron golems would have to be made passive with friendly Endermen (I'm going to call them green eyes for short) and green eyes should fight back against zombies, skeletons, spiders and slimes.

I do not support the idea. Though Endermen are "human-like" in appearance, it makes no sense to make them act like normal people. We already have Overworld Villagers for that. Obsidian tools and armor would be overpowered beyond words, and you are also the 6,000th person to suggest Obsidian tools. Though Minecraft is not the most logical game out there, having Endermen build houses and write books isn't very... Minecraft-like. Or at least it wouldn't be now, since they've been a neutral and easily provokable mob all this time.

Also, I like the idea of the Ender Villages. What about a stack of Ender Pearls in a chest somewhere in the forge?
