How would you attack? Also aggressive mobs in the sunlight that are not burning is slightly suspicious. A chicken in the middle of a base without grass is slightly suspicious as well. People also usually kill passive mobs they meet, for the drops. However, the overall idea is good.
I really like this idea, but it might go to waste at times. How i figure this is that the potion can be drank for a total of 10 seconds, filling up a timer the more you drink, when the timer runs out you revert back to human form. This way, you can use it sparingly.
Very good suggestion, consider renaming it to Polyjuice Potions :D?. I don't see any reason why this shouldn't be implemented into vanilla. The only mobs you can turn into should be cows, sheep, pigs, chickens, creepers, zombies, skeletons and zombie pigmen. Any other mob wouldn't really work that well because they have different physics. The duration should be 3 minutes normally, and 6 minutes when extended with redstone. Also, the color of the wool used to make the sheep potion should turn you into the corresponding colored sheep. This might not work though, because all wool is block ID 35, with sub-ID's of 1-15.
ingredients:
Zombie pigman: gold nugget
Skeleton: bone
Zombie: rotten flesh
Creeper: gun powder
Chicken: raw chicken
Pig: raw pork
Sheep: (color) wool
Cows: raw beef
Yeah, but perhaps if the player disguised as tamed wolves? Then nobody will try and tame you, and for some reason nobody ever goes after an enemy player's wolves unless they're actively attacking. You could also crouch to sit down.
Yeah, that would be good. What would be the ingredient for a tamed wolf though?

You could attack normally like a player. The differences would be your movement speed, head movement (you can't turn your head for some mobs), and appearance (the mobs would not appear to hold items though).
Maybe we can make the player catch on fire at daytime if they are a zombie or skeleton? And also have the other weaknesses like endermen in water?
Instead of items being hidden, make it so you can't hold an item in your hand? If you equip one, would turn you back to normal.
But that wouldn't ruin most of the things you can do when disguised? Keep in mind that the potions would be quite expensive, the most expensive ones I think. Enderpearls are hard to get.
There are many things that could be done with this! Maybe this could fool other mobs. For instance, if you are creeper, other creepers won't attack you during the potion's duration, and if you become a cow, other cows may be attracted to you. But careful, if you transform into a chicken, ocelots might try to pounce on you!
As for mob abilities and movements, there might have to be some tinkering done, but this is a GREAT idea, so many possibilities, +1 for you!

Thanks. I see a lot of possibilities too, but I am mainly excited about the trolling opportunities. I do a lot of trolling in multiplayer, but not the stupid kind like pouring lava everywhere. Mostly on my private server that a lot of my friends are on, I do non-destructive trolling like rigging a pitfall trap in front of someone's house. If I get TNT on a public server, I use it to rig a house rather than just blowing it up. I managed to get lava into a protected area on one server, and it flowed onto the spawn (which was hilarious because everyone kept dying, and the admin was confused).
But this would allow for even more semi-harmless trickery. I can imagine how funny it would be if I disguised a creeper as an iron golem in my friend's base, and it blew up on him.
I would say you could do a enderdragon potion, by using the egg as the main ingredient.
Of course, that would lead to a mass amount of problems, so it doesn't work. Oh well.
I support.
CHICKEN SPIES! Is this a real meme? Cause some people I know kept calling chickens "spies".
A meme, I don't know, but a fact, yes. Some people believe Chickens are allied to the seemingly-fake Herobrine tale(herobrine, if you are real, I'm not saying you dont exist, im saying most people believe you are fake), on which they spy on the Player, then tell 'Herobrine' about what the Player did. Other people just say Chickens are spys on their own.

Yes, with a splash potion.

Make myself a creeper
Have a few tnt
Walk into a house
set it
blow them up
Yea that would be awesome xD
Speaking of creepers, what button would it be to blow up?
Swords are big and cumbersome, You'd do better just hacking your victims apart with one.
