I have a suggestion for this brilliant idea:
The N.Villagers should have a ranged weapon that is the Sling: http://www.grannysstore.com/Wilderness_Survival/Slings_and_Slinging.htm
This weapon should fire Sling Stones, which are crafted by placing 4 flint in a 4 by 4 grid, and have a slightly smaller range than the the bow, and if the Sling Stone misses it's target and hits a block it shatters and sends out the four flint that it was crafted from. If the player is hit by the flint while they are in motion they lose 1 heart, but once they stop moving the flint can be picked up. If hit while unbroken by the Sling Stone, the player is damaged by 2 and-a-half hearts. To prevent farming for flint, each warrior with a sling only has 4 Sling Stones by default, but can mine more by breaking gravel. This would make it more interesting when fighting the N.Villagers and add a new ranged weapon to the game, it would also mean that the N.Villagers could hunt ghasts more easily, which may have to drop something like ghast leather to craft the sling from.
P.S: The N.Villagers should be called the Nethertauri.
I think there's enough Nether Villager types now. If anyone has good suggestions for how to utilize their dropped horns, go for it. Also, have the word "fartnug" in your post if you want me to introduce the new "Ripe Nether Wart".

I really like this idea, I never go to the nether since I don't care for potion making, I don't like ghasts, there is nothing in the nether I like but glowstone and I have torches so it's just an annoyance to get. I would love to have these implemented, it gives me a reason to actually make a portal and go off to find them and gives me something to look for that's interesting.
Anyway, now that I've used the two that haven't been used yet (that I see), I'd like to say I love this idea. Would really like to see it implemented in any way, official or mods. This mod could add more function to the Nether, make it a lot more fun, add some more challenge to the game.
Maybe you'd consider adding achievements and a second Boss fight (Like the Ender Dragon) with its own "endgame?" That would be awesome, having another boss fight to look forward to.
Love the idea, any chance this may get turned into a mod, or something?
Also, just to dead a beat horse, you need bows for Ghasts and the Enderdragon so don't complain about having to get one.
As for red blood, please - if kiddies have the right not to be disturbed by red blood (completely ignoring the amount of gore and violence they see in movies these days), then adults have the right to want red blood. Make it an option. If not, then make it green and texture packs will promptly "proper" the textures, as they rightfully should be.
And about the whole demon drama, newsflash: the Nether is just Hell in disguise. And if "critics" didn't complain then, I'm sure they wouldn't now. Even if they did, do you really, honestly believe people would stop buying and playing Minecraft due to what some butthurt self-righteous "oh-noes-mah-sensibilitizzz" critics have to say? Please.
People always have to protest about something. Well I like this idea, myself. About time the Nether got some life thrown into it. So to speak.

I actually agree with that, considering Overworld Zombies focus more on raping Villagers than mauling your face off now, and since the villagers and zombies, pan-dimensionally, are equal:
(Villagers (Hell or Earth) = stay together in shelter, Zombies (Porcine and Primate)= travel in groups to wipe off the non-Steve populations of humanoids from the dimension)
And, furthermore, since due to the Nether Villagers instinct of defending their own if one is attacked, means that they too are somewhat like Iron Golems (Glowstone Golem, anyone?)

A suggestion for the horns, is that they can be grinded into fine powder, like bonemeal, and be used to grow nether warts instantaneously, since bonemeal can't. It could also be required to make a horned bow, which would have a recipe like this:

The bow would do an extra 1 heart of damage, could turn pigs into Pigmen with a 0.4% chance when you shoot them.

First and foremost, I'd play up the minotaur aspects more. I know the OP already said he was ok with that, but personally I'd just give them two arms so they look alive, maybe a nose ring, whatever. It's not a knock on the concept images. I think OP did great. I like the idea of these living, breathing villagers surviving in the Nether, fighting off pigmen and other enemies while building little fortresses.
Second, I think the suggestion adds plenty to the game with just minoutaurs so that I don't think you need to add a bunch of new item drops. Just use what already exists. Have the minotaurs drop iron weapons or armor (don't worry about how they get iron) and, if you want to be gory, leather.
Lastly, I think it's perfectly ok to make the minotaurs tough guys. They live in the Nether after all! Especially if by default they're neutral to the players so that they only attack you if you do something to them. If you walk up an punch a dude that's capable of living entirely in the Nether, you deserve what you get

This is a great idea. The only suggestion I would make is that the mystic ranged punch seems a little overpowerd.I Just keep thinking I will get spammed by it and not have a chance.

I don't like this idea and I'll tell you why:
1) Villagers are not hostile mobs, even if you attack them they never fight back.
2) The Nether is commonly known as hell, where many evil and destitute creatures lay in way for unsuspecting adventurers.
3) The only "passive" mob imo that should ever exist in the nether are the zombie pigmen.
expanding on that, the reason why I say only zombie pigmen is because:
1) pigs are generally neutral by nature.
2) zombie pigman honestly cannot have that high of a brain function to differentiate friend and foe without witnessing or being the victim of an attack first.
3) zombie pigmen exist both in the nether and in the overworld and as far as anyone knows, are created only when pigs die or get struck by lightning. (speaking from a roleplaying point of view)
If these minotaur like creatures were created then they should be anti-player imo.. as in, the roles would be reversed and the player would be the evil bad guy breaking down the doors and the blazes/slimes coming to rescue the minotaurs even though they can defend themselves.
One thing I would change though, is the minotaurs being aggro. we really don't need more of the same as far as towns go..
