Anyways, more on topic: Firstly, I do agree with most others here in that they seem grossly overpowered.
I do like how the villagers look, but I don't like that they're called minotaurs, if that makes sense. They don't really look like minotaurs, because of the art style. More like almost-humans with horns. And the one skeleton arm is an interesting touch.
But I don't like them being minotaurs because that's a specific mythological beast, and Minecraft monsters tend to stay away from being stolen from mythology or other works of fantasy. The more creative and original monsters we're being given are far better.
This would work as a mod, but I doubt too many people would of approve of it being added into vanilla. It'd be nice if there could at least be a mod of this though. Ever since Millenaire added Forge or Forge files to pre-req., I keep having problems with random crashing (even though Optifine supposedly works if you install if afterwards) and therefore discontinued my use of it. Not to mention, this would be much needed addition to the Nether. (Apparently, people think if most things in the overworld now, they should be overworld exclusive. How is the Nether going to get anymore lively with that logic?) Hopefully, such a mod would actually work, unlike the other Nether mods I've tried.
Now, if more complex ides like this would actually get added, I guess it would work, but do they always have to be hostile if you get near their villages? What about some commerence? At least, that would give them more purpose than the Squidwards do. (Hopefully, that will change as well though.) Oh, and one more thing, if notch took awhile the red from zombie pigmen, why would he allow Jeb to re-add it with a new mob/ npc? I say they should either have no blood or green blood.

We already have villages and villagers in the Overworld and even those aren't complete yet. We don't need to be copy-pasting features into the Nether and calling them new just because they got a different skin.
Also, why green blood? That's how blood works in Minecraft. It was changed from red to remain "kid-friendly" (read: Keep them growing up as sheltered pansies).

1. That doesn't strengthen your point. Chances are, you're going to eventually need something that's only found in the Overworld.

But, there's already Pigman, why need another intelligent nether race?
Why add Endermen? Why add Magma Cubes? Why add those new desert structures? Why have Iron Golems occasionally give roses to Villagers? Why have couldrons when you can just use a bucket to make an infinite-bottle-filling water source near you?

News flash. My Nether Villagers are not a "different skin". Just because they're Villagers doesn't mean they're a complete copy and paste. Are Magma Cubes not a "copy-paste" of Slimes?
This is painfully depressing. People make undetailed threads saying "remove ocelots from the game cuz I don't like cats" or "add more concrete to the game" with blind followers and thoughtless agrees, but god forbid someone brings some images and specifics to the table, only to be bashed by people who post the same arguments over and over even though they've been proven wrong, but continue to post them just because they don't feel like reading?

Where do you go? The Overworld.
Don't know if I'm hitting the mark when I say that. But it definately hits the mark for what other people are saying.
Just a few things. One, the higher ranking ones are freaking overpowered. Second, I don't like that they attack if you enter their caves, UNLESS the caves are clearly marked. Other than that, this idea is awesome and should be added.
I love this idea. A nether villager mob is a excellent idea. That being said, the details must be re-worked. I love this thing the way it is, but everyone else is just hating on you. It is a wonderful idea, but to receive widespread acclaim you will need to re-do some stuff, much to my regret.

What a great idea! Although I don't quite agree on the "minotaurs" attacking you just because you enter their cave. Also I don't quite agree with the name either, but the idea itself is fantastic. I would've never thought of this.

Seems good to me. Although nose rings would be a nice touch. Also, maybe to stop (some) of the people making terrible arguments against this, you could get rid of the red tint at the root of the bones.

1. How far can they expand their bases? Is it infinite? Can they eventually expand into a Nether Fortress?
2. Can they have babies like their overworld counterpart?
3. What's their reaction to Zombie Pigmen and other nether beasts?
