They look just like stone from the outside, but you could be able to tell because it would take longer to break or something. You would need some sort of tool to open it up halfway, revealing the crystals inside. They would be little purple or green slightly see-through cubes of different sizes on the inside of the stone. You could somehow take it and get it home, but not by destroying it with a pick. Maybe you could chip off little crystals for use in crafting or decoration or whatnot.
1. Don't make it so complicated to get with new tools and such, just make it so random stones drop it, but only if you are using a diamond pick axe, otherwise it just drops cobblestone, but still takes longer too mine.
2. What good does a crystal do without any use? Tell me what it will be used for and I will support this idea.
3 ideas I had for the crystal. (not the best ideas, just to help you think a bit)
1. - Use as a tip for a more powerful arrow (instead of flint.) does 2x the damage, only creates 1 arrow per craft.
2. - Use to make a chest the same way as with wood, just with crystals, allows for 5x the storage of a wooden chest.
3. - Use as fuel for a furnace, lasts 15x as long as coal, as well as cooks faster.

Yep decorations have no purpose. That's why no one creates tables out of fences and pressure plates, chairs out of stairs and signs, because decorations are pointless.
This could be a really cool idea. If they're blocks they could make cool stained glass windows. Or you could do them sort of like tall grass/flowers/wheat/etc. is done and have small little crystal piles that can be placed.
Nice idea! Though I'm perfectly fine with the crystals being used for nothing but decoration, I still reckon you should consider using the crystals as some sort of fluoro, transparent, glowing or metallic dyes, because that's really the only thing that keeps Lapis Lazuli from being pointless. Although, if you think about it, dyes are only for decoration too.

Last i knew colored lights in MC was EXTREEEEEMLY hard if not almost impossible, great idea tho if it were possible, I might have to look into how it could be done.
