Since it looks like the next update will feature Sheep eating tall grass (and normal grass) to regain their wool, I think a growth rate for tall grass would be nice.
(Or spread rate, that is maybe more accurate )
One ( like I think very important) thing this feature would definitely need is a growth limitation. I guess no one wants his whole map covered with tall grass.
I would suggest to count the number of tall grass per chunk when generated first, add this number as data value to chunks and use it as maximum number for tall grass spread.
This number is modified when the player applies bone meal to grass blocks. Every tall grass that is generated in this way adds to the maximum number of tall grass per chunk.
This way Sheep wouldn't eat up all tall grass in range, but tall grass wouldn't spread beyond how much was generated in the first way. Also players would have the possibility to produce large feeding grounds if they wish to.

Hm, could work. How about as a limiting factor make tall grass only able to spread to horizontally adjacent spaces, not up or down slopes. That should allow it to spread a bit, but prevent it from growing back over the landscape after being cleared.
Actually, sheep will eat both tall grass AND regular grass blocks (turning them into dirt). Even if a player's sheep farm eliminates all the tall grass in an area, the sheep can still eat the regular grass. Given the spawn rates of animals upon chunk generation, it's still easy to get enough seeds to start a wheat farm before sheep eat all the tall grass.
Actually, I was more considering that over time lots of the tall grass would go missing, which I would dislike. I think tall grass is nice to have in the landscape. I wasn't concerned about not being able to start my wheat farm, this is more like a suggestion to keep the look of landscapes.
