Though it would be nice if you could use teleporting blocks that connect in pairs. Or multiple, which could result in some highly interesting user-made puzzles and games. :]

That's a point, but everything that gets implemented can and will be used against respectable players. Admins should be patient and try to discern the intentions of their guests; griefers that see text about them will almost always lay low until they think it's safe again.
So the real question becomes, "Is the potential grief worth restricting who uses it?"
Someone reports griefer uses goto g1 to escape the report.
Admin tps to griefer, sees nothing wrong.
Same person reports the griefer. Griefer uses goto g2.
Admin sees no griefing and bans the reporter for false reporting.
Maybe teleports can be added to a log/"whispers" a message to all admins and showing who tp's and to what place(admins can enable/disable their log chat if they don't want it spammed by the log), etc
also, there could be a /enabletp [name] and /disabletp [name] - enables or disables players "gift" to create teleports and teleport
default value can be changed in the server.properties
I think this is a really good idea because the server I play on is so huge it takes days to get anywhere so no one goes anywhere. The teleportation points could be only set by admins. And the server could put teleports on the log that the server operator sees (on the actual server software), so that they could prove that the griefer teleported.

I would love to have access to this. Maybe the public teleportation could tint the square, so it was clearly marked and you didn't need to add signs yourself?

Or the admin isn't a total newb and realizes the what the griefer is doing.
This makes what Zuriki pointed out 10x easier.
Could set limits as to who can/can't teleport too.
