Water should drain, not flood infinitely (except from the edge of the map of course - that infinite ocean really is infinite), and I figure the best way to do it with a system like this (if it's wanted) is to add 1/2 Water along with Full Water status for any given point.
I'm sure the reason this hasn't been implemented yet is because it isn't easy - but if it's even remotely possible it'd be nice if it was done.
A very small number of water blocks would still be allowed to spread over an infinite area, but as 1/2 Water which you could splash around through at normal speed (or slightly reduced)
---> In terms of programming this, you could look at whole bodies of water and give each one a FIXED 'volume' as well as a changing 'number of blocks volume' and compare the two to see whether the top surface should rise or fall.

It's certainly possible (wouldn't use any more RAM at all). Of course, it'd increase the amount of CPU water requires a lot, and water right now is the biggest CPU hog. Just not a good idea really.
I'm 99.99% sure finite water is already in the works and has been for a while.
