Ok, the water spring should be 2% rather than 20, and snowmen should always leave a water spring if they die by melting due to a hot biome. (This does not mean dying from fire or lava.)
I would say they need to be more costly to create... maybe reguiring coal and sticks also, I mean if you are in a snow biome and have a pumpkin farm set up then there's almost no cost and they are very good at keeping mobs away from your area... and making creepers kill themselves at a safe distance.
Seriously I spawned about 30 of the things in creative mode the other day and they basically drove all the mobs in the biome out to see... bobbing there and knocking them back faster than they could swim inland. They also sort of terraformed the entire biome which was nice.

Pumpkins are hard to get. Also, they don't do damage, so they usually end up getting themselves killed when they aggro mobs at them, such as skeles or spiders.
Snow golems should turn water springs into ice and die instantly from fire.
