After the first time you defeat it, if you wanted to activate it again, could it be made to where each successive activation causes a progressively higher level of difficulty? Also, maybe the ghost idea from a different topic could be a fog mob.

It's not thought through that a permanent cape would ruin skins that don't look good with them. I don't know of anything to replace it so instead i'd simply just go with my opinion of removing it completely.

Rewards
If you manage to defeat the fog, you receive a cape that shows you are a fog slayer. This cape would follow you into multiplayer, so there would need to be some way to prevent the cape from being modded in. This would most likely mean that the information of who has slain for fog would need to be stored online in Mojang servers. This is unlikely to happen, so the info may just need to be stored in your computer.
This cape may give you special abilities that are yet to be decided.
I have a idea for being able to turn into a beast that is similar to the fog monsters, except more humanoid. You would not be able to use tools, weapons, or armor, but you have the melee damage of a stone sword, you are faster than other players, and you can hold shift to go on all fours and move at a greatly increased speed.
Please give me feedback on this idea.
Easy way to get the cape
There's an easy way to get the cape:
InvEDIT the compass into your inventory
Using Zombe's Flymod fly to the obelisk
Using Single Player Commands to be invincible
Activate Fog
Seal Obelisk
I think this should be fixed, maybe if this is implemented into Adventure Mode and Adventure mode is unmoddable.
I really like the idea though, it'd add a more mystic feel to Minecraft, like you have awoken an ancient threat that the minecraft gods have created the bedrock to seal below the world.
Godstone and Shrines
Also, I think you'd have to build some kind of shrine to be able to get the unbreakable block (lets call it Godstone) to seal it off. Could it be made like this:
= Diamond Block
= Gold Block
I think this would make it so only players that have gathered lots of supplies in their world to want to open it. Otherwise, there would be no way to stop the fog.
Once you make the shrine, you place it down, then right click on it. A screen kind've like a furnace comes up, except with all the boxes being the same color and no fire symbol. You need to put one bone, one feather (or whatever the zombie drops next update), and one Gunpowder.
You will get the achievement "Shrine Maker" and a block of the godstone will appear in your inventory. If you lose this block, you won't need to make the shrine again, therefore making it not super crazy hard. You'll just need to collect the bone, feather and gunpowder again.
The items needed to put in the shrine are negotiable, because I think the monster drops are a bit too common, maybe something around the rarity of a iron block, but not crazy rare like a stack of 64 legit diamond blocks.

Depends on your view on it. What happens when it goes on the guy who prefers a santa skin and uses it whether it's christmas or not? There are still the minority or people out there that could have a skin where it just doesn't fit. Plus, which cape does the game use when christmas comes?

Under that, there would be the option for the cape, but you'll need to unlock it. Maybe either have the option grayed out or have a big fat lock and the words "Locked" on it? Maybe link it to the achievement?
The Accessories Settings tab could also be used for future things, like maybe a hat or shoes you unlock.

If the game has ANY modifications to the .minecraft file (besides texture packs), you can't get the cape. Sound good? You need to activate and seal the fog all with an unmodded .minecraft file.

If the person with the armor is logged out for a certain period of time or gets banned, then the armor should switch to a random logged in user at the time that the server decides it is time to switch. Perhaps it could choose the player with the highest amount of kills and least amount of deaths?
It would be funny to watch a griefer activate the fog just to make people rage though. However, there should be an admin command to stop the fog or to completely cancel the fog ever being activated.

That would work considering it wouldn't ruin skins when it breaks the color or doesn't belong. That and if you prefer it off and need to prove you did do it you could just toggle it on for a little and turn it off.

Very low spawn rate. It looks like a skeleton, but it is wearing black robe with a hood, you can only see it's face. It carries what appears to be an obsidian hoe. It deals 4 hearts, and if it kills you you spawn in the nether, and when you die there you return to the normal world. It drops 3 bones and 2 obsidian. It has 17 hearts.

It's a new game mode hidden inside survival mode!

It's a malicious evil substance excreted by the beast that was banished from this world, and escaped when you remove the sacred armor and weapon.
