Sounds good so far. What i like most is that connecting portals would be easyer then ever while highly customizable. You could have portals only connecting certain biomes from the overworld to your base or from the nether to the end. Your suggestion also allows very safe base entrances, since a griefer would need to know the correct name for the enderpearl if he finds a deactivated portal.
Only problem is that you can get enderpearls very easy wich makes this suggestion to powerful. Even tough you need a lot of them to buld only 1 portal frame. I suggest another ressource, a rare one wich can only be obtained in the end dimension, after defeating the dragon.

this would create a legit way to teleport across large distances in the Overworld, Nether or End in survival mode.
They could have a limit to the maximum distance they can do this for players though in my honest opinion, otherwise this would essentially make minecarts obsolete, perhaps not minecarts with chests but it would definitely be preferred over minecarts for transporting players over 90% of the time.
A second option is to limit the amount of Ender portals that can be activated in each dimension, and the portals can only be activated in places players had already visited, thereby limiting the scope of where these portals warp you to, and so you'd need to be careful how these portals are used. 50 ender portals per dimension sounds reasonable, it is a lot but not unlimited, so it's not abusable or unbalanced.
The ender portal could be activated using tags with coordinates on them, and those eye of enders you mentioned being named tagged on the anvil does make sense for this. I support.
Edit: I'd like to add the limit on activated ender portals could be made per player, not the total portals in the world per se.
So players don't end up arguing over not having any portals because somebody else already reached the limit. But this would mean tags themselves would have to be programmed to recognize which player made them.

and only be picked up intact by a Silk Touch enchanted pickaxe, every other pickaxe reduces the ender portal to its constituent items meaning it needs to be crafted again.
Also if they were made to require glowstone as a power source, much like the Nether respawn anchor, then I fully support it.
The only difference being, glowstone isn't temporary in ender portal, it lasts forever so long as it is not broken with the wrong pickaxe or tool.
What about a system where you attach an Ender pearl to a lodestone integrated into a portal and that automatic ally connects both portals? I mean it would also help with the identification process, and getting lodestone isn't pretty easy because you need netherite.

So long as you don't make a loophole around defeating the dragon, anything goes imo
I strongly oppose. It's too overpowered.
It's not about just that the enderpearl farming, which is timetaking but easy.
It's about the capability to make any form of long-range conventional transport obsolete.
I mean, what's the damn point trying to engineer highways through the odd-shaped Nether and setting up iceways or railways exposed to ghasts and risking falling into lava when one can just build two portals that don't need any risk to be built and operated and transport everything immediately between any two locations regardless of the distance?!
And it's half the issue in singleplayer - in multiplayer the collective effort of players using the same portals but having more capabilities of farming enderpearls means interconnection of every meaningful location with those devices!

Love this idea.It would be a great boost in the game for Mojang to add it.That,bringing back golden apple crafting,removing grindstone,adding vampires,adding sharks,and generating Technic Ruins alongside Technic Golems(See my Technic Biome post)would be a big step in the right direction for Minecraft.

Curses is a debuff, not a benefit, and unless you want to troll people on your server or make parody items, they're more than likely going to be thrown away.
At least Ender Portals for warping across great distances has a point to it, overpowered as it may be, but then during End game there's lots of ways to become OP, even using beacons, and nobody complains about them.
I believe if there were a cap placed on the number of Ender Portals that could be activated on a world per player, minecarts would still have a use.
