It would be cool if we could place item frames on floors and ceilings. It would allow players to put maps on a table, or make the frame look like a plate. With the use of map art, you could also make some pretty cool ceilings and/or floors.
...I'm pretty sure they can already do this. (Me, quickly checks wiki to be certain), yeah, pretty sure Item frames can be placed on any side of most blocks. They're technically considered entities too, meaning you can have several of them on adjacent or perpendicular surfaces.

You can place item frames on horizontal surfaces (floors and ceilings) since the 17w50a snapshot (a development version of 1.13).
Turns out I missed that patch note and didn't bother trying because I didn't think it was in the game. oops
