You know that feeling when you couldn't get aqua affinity and you can't breathe underwater, right? And you have to go back to the surface so that you can breathe. It takes a long time for your bubbles to reload and it's just boring.
Maybe a new enchant called "Fast Breathe I-III" can solve that. Let me explain.
You are going down to the deep caves added in 1.17 and you find a mineshaft. You go around it, check for the chest, and when you find it, you have some cobwebs, a diamond, and an enchant book. And it has an enchant you haven't seen before: Fast Breathe II.
You try to apply it to everything but your helmet, and you're dissappointed. However you soon realise you may have to put it on armor, so you put it on your helmet, and it works! But you still don't know what it does.
You start to explore the ocean. And you find a really big ocean temple. Soon you realize you don't have aqua affinity, nor doors, and the closest land which has wood is 1000 blocks away. So, on a "if you won't try, you can't win, nor lose" thinking, you go down, and as you are heading towards the gold, you have only 1 bubble left. You fastly dig a hole into the wall, and realize your bubbles are reloading faster. And that's what fast breathing does.
Nothing too special, just like divide the seconds of reloading your bubbles by (level of enchant * 1,5), so it should have around 3 levels.
Hope it's a great idea and a mod maker will make a mod for it, or Mojang will add it to the game!
When it comes to adding new enchantments, they have to be useful.
Adding more and more of them makes it harder to get what you want from the enchantment-table, fishing or trading.
It's easy to get breathing potions on the other hand.
I would like to see more turtle-armor, when it comes to increase breath and stuff. Right now it's not rewarding to hatch turtles for additional 10 seconds when you can have a helmet 2 tiers above that with the breathing potion instead.

It would be better to have this as an effect of Respiration than a separate enchantment (Respiration is which is what you are actually thinking of when you mention Aqua Affinity, which lets you mine at normal speed underwater while Respiration slows down air loss, so it makes sense that it would also increase the refill rate).

I just thought to note that I've added this to my own mod, which previously implemented a slower refill rate (in vanilla 1.6.4 it replenishes instantly), which I previously set to 1.5 seconds to completely refill, now it is 2.15 seconds, and Respiration decreases it by 0.45 seconds per level, down to 0.8 with Respiration III:

But you can already get a full air gauge quite easily by using a turtle helmet and only popping your head out of the water for a second, with this you don't have to keep your head above water for very long.
There's no need for a buff for the respiration enchantment, it's fine as it is. If for some reason you find yourself constantly running out of air, say if you're fighting sea guardians in deep sea, then make a conduit or bring some soul sand to make bubble columns.
