Have y’all ever wondered what it would be like if there was laws enforced into Minecraft?. If you did something bad such as steak from a villager you would be punished and put into jail, but you have all these challenges you have to do to escape from jail and run away.
I'm going to give this a solid no. There are already consequences for killing villagers. Iron golems don't take kindly to it, and even if there isn't an iron golem around, your reputation with the village goes down and villagers increase trading prices. Plus the whole idea of jail in base Minecraft seems very out of place.
As for what you're looking for, try custom maps. Maybe there is one that fits the criteria you're looking for.

I wouldn't mind seeing that tiered more, so in addition to altering prices based on popularity, villagers will also refuse to trade with players who have low popularity (useful in villages that don't spawn an Iron Golem) or at least lock off higher-tier trades. But, as far as prisons? Nah.

That actually makes sense
I'd love for there to be a mechanic with villagers where they would refuse to trade with players who kept killing their own people.
instead of some silly cool-down which essentially is punishing players for having large surpluses of resources to trade.
You can either have iron ingot drops from killing Iron Golems or items from Villager trades,
but not both.
Players should be forced to choose one or the other IMO.
As for police and prisons, players can do this themselves in PVP,
it's not something that is required by in game mechanics.
We already have hostile mobs which can kill us, we don't need a mob that can steal our hard earned loot from us.
if we wanted to risk stolen items we'd go on an anarchy server.

If you want crime and punishment to exist in the game, then set up your own Minecraft community based on it
you have options for that already, clue is in the name sandbox.
Want jails? build them yourself
want police and troublemakers to hunt down and fight?
PVP is your answer.
It's not Mojang's job to step in and impose that on everyone for you.
