Water already generates underground- esp. with the new aquifers- but I can see a 'Water Cave' biome. Perhaps these flooded caverns are unique to oceans, and could generate unique prismarine structures. They could be lined with coral, and illuminated with sea cucumbers.
I think of the new cave biome as something separate from the former biomes, as now (the current update) caves have already submerged parts and lakes, my idea is to make it so that separate caves can be an underground river that ends in Underground Lakes or in Submerged Caves and Moist Caves
Underground Lakes being the large water areas we see in the preview from Minecon, Moist Caves being just a transitory area with puddles of water and stuff, like Beach biomes in the overworld, so you know if you are close to big water areas

This would add an interesting and fun new challenge to the game, making Drowned Zombies effectively "buffed" due to the lack of daylight meaning they cannot burn and they can come out of the water in the underground water caverns as they please, to harass players in the dark.
This would mean players would have to be more careful when wading through these dark aquatic caverns as there could be 2 or even 4 drowned Zombies with tridents at once in the same area. It would also be more difficult to light up these caverns because of the fact that torches cannot be placed underwater.
Actually adding in this biome could be Aquatic Update #2, an enhancement of both the Caves and Cliffs update and Aquatic Update.

what about corals in submerged caves or underground lakes connected to warm oceans with axolotls
