I know I'll probably catch some flak for this but It would be cool if glass was insta-mineable like ice. Also, I like your idea for a glass cutter. Not sure about the recipe but that's not necessary right now. I think it's functionally should be like the stonecutter at a 1:1 ratio (or something similar).
For those who don't know: In a stonecutter one stone block can be made into one stone stair -effictively minimizing the cost to make stairs.

That's true. Using a tnt duper cobblestone can even be farmed automatically.
Insta-mining stone on the other hand requires a beacon.
The stonecutter makes sence imo since you can craft lots of items from stone/cobblestone.
From glassblocks alone there are only bottles and panes.
If i remember correctly you can also buy panes from villagers and sell them to another but i'm not 100% certain.
I don't know what content hardened/tinted glass will add to minecraft.

Totalitarian architecture. Angular, defensible masonry over sleek, sloped carpentry.
Taking it slow. Provoking into attack typically does better rushing.
Underground engineering. Well-lit tunnels are much safer and often cheaper than any surface construct.
Farmability. One of primary concerns relating to any feature.
Practical mobs. No annoyances taking up space and processor power.
Generalism and simplicity. Overly complicated and specialized concepts hardly ever come into fruition.
