i was thinking maybe adding a second type of ender storage but this one can be drawn from with hoppers so moving bases and long mining trips are more feasible maybe use shulker boxs with either ender eyes or skulk sensors to craft them and have them connect by name id so if they have the same name they are connected together so while your adventuring you can deposit items in to a storage system but to balance it out it is a one way system
one will must be label in and the other out in their names and can only have items pulled out via hoppers or hopper carts items must be deposited directly from from the player only to avoid overuse in redstone contraptions and to not overshadow hoppers transport systems
So basically Ender Chests with unified storage and option to pull out using hoppers?
Sounds way too abusable and too effective compared to conventional systems.
If you need to use Ender Chest storage more efficiently, store all your shulker boxes there, and after using put back inside.
If you need to relocate a lot of items but you ain't got enough shulker boxes, then set up a railway and use minecarts with chests, lots of them.
