The random variation of plants is great, but sometimes it can be really annoying, say when you’re trying to make a bamboo room divider and you need the bamboo to be spaced evenly, or when you’re placing tall grass on a ledge, but it sticks off the edge of the grass block it’s on. Currently, you just have to deal with it; the splint is here to fix that.
Crafted with two sticks (or maybe bamboo) and a string. When placed, it sits in the middle of the block, pointing straight up.
When you place a plant in the same block as a splint, the splint forces the plant into the middle of the block, removing any random variation. The splint is barely visible when attached to the plant.
This works with any plant that has a randomised position within its block, including all flowers, tall grass and bamboo.
I'm not into programming, so correct me if I'm wrong, but I'm pretty sure that the version of grass that appears on every horizontal block is (possibly randomly) pre-generated. If that's correct, you'd have to change the coding of the block so as to change what version of grass will grow on that block.

That may be true but it isn't really relevant. You're going to have to change code to add any feature regardless.
That said, I think an easier way to do this would be to just have it placed in the center if you are sneaking when you place it, rather than having a new item. That's easier to use and I can't think of a single scenario where it would be detrimental to the player.

I mean that you'd have to actually change the coding of where grass spawns on grass blocks, which isn't difficult I'd assume, but wouldn't require a new item just to be added for this odd reason.
