We need repairmen. These villagers can spawn in regular villages like every other kind. Their purpose is to serve as a permanent anvil.
Their interface is different than a normal villager's. Rather than looking like a normal villager's interface, theirs will look like an anvil. There will be 1 slot for an item, 1 slot for the repaired item and 1 slot for emeralds.
To repair an item, put the emeralds in the slot for emeralds and the item in the repair slot. Repairing an item will cost 1 emerald for 200. If the tool has unbreaking, 1 emerald will only repair 190 durability for 1, 175 durability for unbreaking 2 and 160 durability for unbreaking 3. The idea here is that you can repair tools without having to use an anvil, which can cost lots of levels. Using emeralds can be an alternative in early to semi-late game, before you have a more efficient XP farm. Plus, they can be used infinitely, while anvils break. This can save iron. NO XP would be given by repairing tools this way.
By spending a total of 20 emeralds on a repairman, you can level them up. At this point, 1 emerald repairs 225 durability and 200 for tools with any level of unbreaking.
To change a villager's profession to a repairman, lay an anvil next to them.

While your idea is pretty interesting, I'm not sure it would work practically, I mean, when I'm in survival I normally have at least a half stack of diamonds and 2 stacks of iron ingots before I even see my first emerald. I suppose if you spawn near a village, or find a village with a couple of farmers you could have a steady stream of emeralds fairly fast.
That's kind of the idea. I'm the greedy type who stores emerald blocks for pride. I had an efficient villager breeder fast and got lots of emeralds from multiple crops and paper, but my XP farm is less than optimal, so using anvils can be expensive for me.
Seems kinda redundant to me.
I can just buy exp bottles for emeralds, and it's not like getting enough iron to repair really expensive tools is a big deal... and for lesser tools, grindstone does the trick.
Besides, I think the anvil breaks for a reason.

I actually think it's OP. In a reasonably large village with farmers, it's fairly easy to obtain emeralds, whereas high-end equipment can involve repairs with diamonds and other rare materials, so it effectively would render anvil repairs obsolete.

Yea I see your point and why it would work for you, I'm just not sure it would for me, but hey, that's no reason why it shouldn't be implemented.
