If it's meant to be hostile, I think it should be hostile all time, and be distinguishable from normal snowmen at all times (they should have different texture, I propose green glow and creepy smile that becomes angry/shocked/sad expression when damaged).
I think it should only spawn naturally (craftability means farming, except extremely strong withers able to break through everything player can place down), and the packed snowballs should be uncraftable, otherwise they would be too often used due to too easy availability.
