Apart from parrots, there are no other flying animals, I would think that adding birds anywhere would be cool ! We could even find bird nests in the trees, which can give us one / two eggs! We can kill the birds (like all animals...) and give us bird feathers. Small idea but which could be really cool in my opinion!
I forgot bats were even in the game for a while simply because they simply don't appear on the surface often. Bats could be another way to increase liveliness of bones, especially at night and in caves. I've heard frogs and other smaller animals are being considered too.
though I do agree for too long the Minecraft ecosystem has been boring, and only now are Mojang starting to realize this which is why they added in the parrots, as well as numerous other animals, also we got bees, but that is not a bird, it is an insect, and bats are mammals.
I would also like more flying creatures in the game, some passive, some neutral mob types.
Eagles would be nice, and if you attack them or their nests located on mountain tops, they should then become hostile to the player, pecking, doing 2 hearts of damage per hit, 3 hearts per hit if hard difficulty if no armour is worn.
Owls could hoot at night time in forests, but not become hostile to players.
Seagulls could exist on beaches and ocean biomes, and be a passive mob, but with a twist, they steal dropped meat items if you kill nearby animals. If you fail to pick the meat up in time, your loss, the seagulls eat it then fly away.
This new mechanic would also give you yet another reason to ensure you secure your loot, either in inventory, or in chests.
I think dropped items being stolen if left out too long would add an interesting challenge to survival.
Pigeons could be made to exist in every biome in the over world except snow and ice biomes, being the adaptive species they are in real life.
But be a passive mob, they fly around, sit in trees or on roof tops of your buildings minding their own business cooing as you would expect.
Penguins while they do not fly, it would make sense for them to exist in the glacier biomes and also be a neutral mob if added in Minecraft.

Also, the place I think they're needed the most is The End. Not only because it's barren and there are not many creatures there to begin with, but also because insurmountable gaps of void between End islands would make pursuing a flying creature extra challenging (specially if it's dark, which it should be).
