I've always liked the idea of pipes when Hoppers were introduced to allow a cheaper way to be able to transport items ....
To produce a hopper 'chain' you need a chest & 5 iron per hopper so having a 'pipe that costs less to craft would be ideal, so I would partially agree with this
- I personally WOULD prefer if items can also flow through these though.
The reason is that having a hopper chain can cause lag since (I believe) each hopper is checked each tick to see if anything is above them to get 'sucked' in, by replacing the hoppers that you know WON'T EVER have anything above them with pipes then the game will not need to do the 'is anything above it' check & in turn reduce lag
A detail that is missing though would be what is the crafting recipe ??
If I suggested this then I may've suggested something like the pipe would be made out of Clay (this give Clay another use) maybe arranged like
If you want a source of flowing water you just place a source block (and a few blocks to contain it.)
If you want a place to fill buckets you'd have to squeeze in 3-4 source blocks (with surrounding blocks) shouldn't be too hard to fit in somewhere.
And if you really need it to take minimal space the last bit to where it's needed I'd think a hopper chain transporting buckets to a dispenser might be useful?

Maybe I'm confused, are you talking about transporting water from one place to another in a long pipeline or just something like a barrel with a water source inside? A water source block that only flows out in one direction?
I've always liked pipes in mods and even if I wanted it to be more Vanilla than too much filtering, redstone signals and interfaces I'd use Hopper ducts as my cheaper alternative. I think the game could use these. I'd suggest though either for transporting items upward (using Droppers/Dispensers to keep with inventory blocks compared to water elevators or slime/minecart chests and transporting it especially if short distances isn't ideal I find, even if I want it to be compact or not take up much space if I want to connect a furnace or brewing stand for may to a storage area or other blocks, modded or not if I wanted to use these new ones in such a way) or for transporting fluids, sure we have buckets but a tank (barrel or cauldron) or something would be nice so we don't have to use ender chests or move buckets around inventories.
That or instead of cheaper pipes we could have vacuums/air tunnels/fans for horizontal movement as an opposite to the water elevators for above and below or just items/blocks falling where air blocks are.
Either way I've been wanting this to be a thing, so SUPPORT from me.
