'Build Mode' would be really simple. A button somewhere in setting that you toggle on/off.
When 'Build Mode' is on, it will count the blocks & the type that you place.
If you place a cobblestone and go into your inventory, somewhere off to the side it'll show an image of the block and the amount of times you placed it.
So, an image of cobblestone, and then "x1" next to it.
If you break a block, it'll take one away.
So if you place five cobblestone and break one and go into your inventory, it'll have "(Cobblestone) x4".
It could be used in tutorials to show how many items you need, or used in other creative ways that users come up with.
Just a way for users to know how many blocks they've placed throughout a build, nothing else.
He's wanting something that exists outside of a menu screen. Something like a scoreboard, perhaps, but probably more conveniently created and accessed.
Sounds like a great idea, I have come across mods that place blocks off of direction sides, allow you to undo block placements and more just not in the way you've described but it sounds fairly intuitive and even better than some of the mods that do due to the direction still needing to be considered in such as way, like you would a piston I guess, this would be amazingly useful if Mojang added it.
