Making a splash bottle of honey would be just like every other potion, adding gunpowder in a brewing stand. A splash bottle of honey would give the entity on the receiving end slower attack speed.
alternate effects (these are effects instead of the first not additions to it):
1. no jump, like standing on a honey block
2. sticking to the sides of blocks, like honey blocks (this could be in addition to no jump)
3. slowness
4. attracting bees
5. attracting passive mobs (mostly livestock type mobs)
Would be cool but the listed poll are already in other potions except the attraction of other mobs. Maybe a way for the splash potion of honey to have a chance to attract bees as a weapon to attract them to attack the player that gets it thrown on.

I'd almost argue it'd be a nice idea for it to increase the range at which hostile mobs are attracted. I personally dislike the idea of xp-farms and such so I tend to go out hunting for mobs at night and this would be cool as sort of slather-yourself-up-in-honey battle potion effect to make them come to me.

As long as it's a potion I like it
But is it really practical? I'm sure beehives can already spawn bees, and all the other effects together would be overpowered.
