Unicorns in minecraft? Not exactly! But in the Middle Ages, real horse armor often times had a metal horn, presumably where unicorns have their horn.
I propose creating new horse armor to reflect this! All we would need to craft this item is an end rod and horse armor. Horse armor itself would remain un-craftable. But once you find an end city and get an end rod, you would be able to put an existing piece of horse armor into the crafting table with an end rod, and get roughly what is shown in the image.
One feature of this end rod horse armor could be that since end rods are light sources, when you place the end rod horse armor on your horse, it would act as a light source (the same way as if you had placed the end rod).
I think this would be a fun addition to the game, and give another interesting purpose to end rods!
It'd be a fun addition, but the light engine can't handle dynamic lighting like you suggested (light sources must be static) and I'm not sure too many people would care for it with a purely cosmetic effect otherwise.

I think we can still get light from this rod using static light.
When you stand still, the light turns on, but when you move it turns off.
Something temporary until minecraft developers gets the cash or a team to handle the dynamic update
Also i still question why this wouldnt work. I mean, i can make light appear to move by simply using redstone and a redstone lamp... it will follow you where ever you go to.

The problem is the coordinates changing in the first place. It's one thing to check if a block is a redstone lamp, note that block is a redstone lamp, then check every few ticks if it's powered or not. That becomes extremely complicated when you need to check every entity to make sure they're not only the right type of entity but also that they have the right type of gear to allow dynamic light. That's not even mentioning that by doing so, they'd have to check any time light is applied anywhere, meaning there'd be noticeable changes in how light works even without dynamic lighting. The more steps there are, the harder the engine has to work to do the same amount of work. Lighting itself is tricky, but Minecraft in its current state can't handle that many more processes in its lighting engine.
Do keep in mind though that this is mainly what I know from my personal research and what I've learned on the matter from other Forum users. I'm by no means an expert on how Minecraft works internally.

Instead of an actual block light update, it could be handled via a shader or lighting effect and only when the horse is being ridden. A shader wouldn't prevent mob spawns because it isn't "real light" but if the range of the effect is the same range as a normal torch it won't matter because hostiles don't spawn that close to the player anyways (unless from a spawner).
