I always have felt the anvil is too easy to use. Compare it to real life, WAY too easy to use. It would be better if the ease of use on an anvil was similar to that of a brewing stand.
The hammer tool would be a new tool strictly used in anvils. It would make using anvils just a touch bit more difficult, but would still keep anvils relatively simple and easy to use.
The hammer would be applied like this: instead of three anvil slots, anvils would have four, and in the third slot you must add a hammer. The better the material of the hammer, the less experience points required to complete the task at hand.
The hammer would be crafted like this: one stick on the bottom middle of a crafting table, one stick on the middle middle of a crafting table, one bit of material on each side of the middle, and the top would be just bits of material. If you still don't understand, think of the crafting recipe for an axe, and then apply the axe blade on both sides.
Each time you use an anvil minuses one durability for the hammer. The only enchantments that would be applied to hammers would be mending and unbreaking. If you can think of unique enchantments for hammers, tell me.
The texture for a hammer would be that of the one that appears when you use an anvil in Minecraft already. I would post a picture, but to be honest, I don't know how to on mobile, so apologies on my behalf.

A towel is about the most massively useful thing an interstellar hitchhiker could have.
I think the hammer should serve as something else besides just for anvil use as it would just make it a useless waste of a slot. It should either be like a multitool (all tools besides hoe combined) but it doesn't break the block as fast as the original tool does, or it should be used for combat purposes (Has really high knockback, 1 damage below the sword of that material but does big area damage, or something like that of some sort.) I would dislike having another requirement for adding enchantments or repairing tools from an anvil as they are already expensive to make and break after many uses.

I agree with you, but I don't think it would be good for combat. I think we have enough weapons in Minecraft for the time being. A good use would be to break metal objects (excluding ore) much faster than any other tools. It could mine bells, iron bars, iron blocks, anvils, and other metallic blocks faster than a pickax. The reason I suggest anvils being more difficult to use in the first place is really just to make Minecraft a tad harder. I personally have always found Minecraft easy in most scenarios, so challenging the players is always a good thing in my book. If the feature was added at first, I imagine everyone would hate it for a few weeks but would get used to it, similar to when it was required for enchantment tables to use lapis lazuli and brewing stands to have extra steps. Another reason I want it to be added is because when you open an anvil there is a hammer texture on the UI, as if when you craft an anvil you craft a hammer to use in it as well, when in reality you don't. It would make more sense if you had to craft the hammer as well. Also, figured out how to add pictures so here ya' go:

I disagree. The anvil is too HARD to use. It breaks according to chance (which I hate). It uses up large amounts of XP, so much that it forces you to build a mob grinder to get that much XP.

Ah but you see, the better the hammer the less required XP. A diamond hammer would let you combine multiple high enchants with other high enchants for around 2-3 XP. If you had a diamond hammer, it would make using an anvil require less XP than in the regular game.
To be honest, I've only had an anvil break twice for me. I am unsure as to why they never break for me, but I do know I wasn't considering the factor when it came to anvil ease of use. Perhaps Mojang should remove this useless feature.

My suggestions: Enhancements - Throwable Fire Charges - On Phantoms and Elytra. Also check out The Minecraftian Language. This signature is not here to waste your space.
