In this thread, I will be discussing a change ALONG with two new additions; one being a new type of biome, and the other being a new mob. Anyways, let's get started!
/Replace the bedrock at the top with barriers\
So, this is a weird start. But I'm not leaving it at that. I think that by replacing the bedrock at the top with barriers, it'll open up a new world of ideas for the neglected world. And what could they benefit from doing this, you ask? Easy: more biomes! New skybox! New overall visuals to compliment the red dead world! It'll make you feel as if you're simply in one of the layers of this strange world! And this opens up my next idea, which is the best part!
/A new plains-like biome, to add more variation\
Let's face it: the Nether just feels the same, and hasn't gotten a major face-lift since the official release. Since then, it's only been small additions and fixes. Now I know that adding a new biome similar to the overworld's plains might be strange, especially for a demon-like realm- but I feel that it'll add more variation to this wasteland. Anyways, let's get started (AGAIN)!
Located in the upper parts of the Nether, which is where the barrier suggestion comes into play. With this, it'll truly feel like you're far from the home you recognize. Since the Nether is based off a realm, rather than a deep location buried thousands of feet under, it'll simply be more logical.
To make it feel more like the dark world itself, it'll feature large soul sand spikes and gigantic skeletal remains, as well as large but not as large lakes of lava. It'll also house more magma slimes and wither skeletons, rather than pigmen. Of course though, they won't be absent!
This biome, featuring lot's of open sky and space to fly around in, will feature the upcoming suggested mini-boss! You'll be able to find this on top of a much larger spike of soul sand, sticking out from the ground as well!
Anyways, onto the next and final suggestion!
/The Red Dragon (Nether Wyvern)\
This demonic beast, which holds tremendous power and ability, will now be found in this dark and eerie dimension! Here I'll list the dragon's stats and description. Enjoy!
If you haven't guessed by now, the fireballs WILL create fire, and they DO explode. Didn't wanna make the line too long, so I added that extra info down here for you to peek at. The dragon shoots 3-5 spread-out fireballs, depending on whether or not it's health goes below 60. Of course, you CAN hit them back, but good luck pulling a Ghast on these things!

Well, I suppose that wraps it up. I hope you enjoyed this little idea I had for the game, and I hope it isn't too much to ask for! Let me know if I should add more important details I might've missed!

Seems pretty neat, stuff added to the Nether roof would be great, but why barriers? Wouldn't it make more sense to just remove any sort of obstacle from the top? Anyways, it seems kinda strange to change something people know so well. The Nether has always been known as specifically underground, all of a sudden removing the top would just be strange to me. If anything like this were added, I'd rather it be perhaps holes in the top every so often with mysterious, eldritch structures on top of a more varied bedrock roof. Maybe some sort of really strong creature to dissuade people from staying up there too long.
As for the biome itself, seems good! If they nether roof did go in this sort of the direction then your description matches what I'd think it would look like, so I'd support something like that. As for the boss however, does it have a purpose? Does it drop anything or guard some sort of treasure? I think it might work better as something that flies about the nether roof randomly but doesn't respawn, similar to wolves, as a major threat you'd have to overcome or avoid.
I could see it dropping some kind of scale that lets you build a special armor akin to elytra or turtle helmets, some kind of unique benefit, not sure what though.
Removing the bedrock cap (or replacing it with barrier blocks) could open the possibility of villages as there would be sky view (not clear on the properties of barrier blocks vis-a-vis validatable doors.)
More fundamentally, I'm inclinded to view the current Nether roof as a biome in its own right (an infinte barren plain of bedrock, marked only by occassional mushroom patches.)
Adding some variation to the Nether in the form of a 'rare' 'Graveyard' biome replete with "gigantic skeletal remains" and spawning higher numbers of wither skeletons and magma cubes seems like it could introduce some variation (but it would need to be free of blaze and ghasts if the skeletons were constructed of bone blocks and intended to remain for long.)
RE: the Nether Wyvern:
No mention is made of the spawn conditions, but the description seems like a normal hostile. [Barring the 120 health, suggest drop to 40]
The flying fireball shooter niche is already occupied by the ghast in the nether, possibly shifting this to a large, swift, wall climber (and removing the fireballs to preserve the skeletal landscape) would be a better option.
It ought have a ranged attack so that the 'Graveyard' biome would have a missile equiped mob; a corrosive draconic variant of llama spit would avoid treading on the archery niche of skeletons.

I LOVE your Nether Plains idea!! I really want more biomes and that actually sounds way better than any of my own biome ideas!
A sky in the nether could be interesting. There's also weird fun to be had getting lost up on the nether roof. It spawns ghasts and mushrooms, would be eerie and challenging if it had very occasional ways to get back down. Perhaps if they always marked a special high value structure, you could find one of them to get up on the nether roof, and stay up there to try and use the flat ground to find the next one more easily.
The red dragon idea is slightly cool, but I'd prefer if some of the issues with the Ender Dragon get fixed before we add more dragons to the game. Specifically I most hate the way it ignores hitboxes and just flies through blocks like they are air. It needs a better travel AI.

I'm still thinking of a possible drop for it. Maybe it spawns a structure similar to the ender dragon, but with a chest of randomized rare loot?

By health I mean half-hearts, not full hearts. Meaning that in terms of full hearts, it'll have 60.
