With 1.13 right around the corner it seems that now smaller features and tweaks are what is being added. But still after all these snapshots... Fishing hasent changed. So here is my idea: Most biomes have unique possibilities of what you can catch.
New fish:
First some biomes will have new fish to catch. And some more items.
Squids: Can be cooked. When raw restores 1/2 hunger bar but when cooked restores 2 and a half hunger bars.
Fish: Bring back the generic fish! Same as cod.
Random:
Fish mobs shouldn't drop their item anymore. This ruins the point of fishing. Squids also don't drop as an item from their mob counterpart.
Strays should spawn in frozen oceans so catching slowness arrows in frozen oceans makes sense.
One issue that ought to be addressed is the changes to gameplay likely to result from making squid and pufferfish biome specific resources.
Doing so is not necessarily a "bad thing"; but making ink sacs only available in cold/frozen ocean biomes will dertainly change game play ("book and quill" thus "written book" probably more so than black dyed items), as will (to a lesser degree) pufferfish being only obtainable in warm oceans.
The suggestion needs either to explain why these changes would be 'good' (assuming they are intended), or to describe how they can be mitigated (assuming they are not).
The proposed changes also make many of the water biomes less diverse (although the difference between biomes is increased). "Normal" Oceans, in particular, become more barren than in 1.12.
